- N0016420SNB33� REQUEST FOR INFORMATION (RFI) � SHEDS/LiFT BATTERY SYSTEMS - PSC 6140 � NAICS 335911 Issue Date: 24 April 2020 ��������������������������������� Closing Date: 11 May 2020 REQUEST FOR INFORMATION (RFI): Naval Surface Warfare Center, Crane Division is issuing this RFI announcement, as required when utilizing the authority at FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements in accordance with DFARS PGI 206.302-1.�� This RFI is for the production, system upgrades, engineering support, spares, and field support for Secure High Energy Density System (SHEDS) and Lithium Fault Tolerant (LiFT) battery systems for unmanned and manned undersea vehicles, used in support of United States Special Operations Command (USSOCOM) and other Department of Defense (DoD) agencies.. The Government anticipates to award this requirement as a sole source, five-year Basic Ordering Agreement (BOA) to General Atomics. General Atomics, 3550 General Atomics CT, San Diego, CA 92121, CAGE 4V360. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented in FAR 6.302-1. The basis for restricting competition is FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. The basis for restricting competition is General Atomics is the only known responsible source to provide an integrated SHEDS and LiFT battery systems and lithium battery safety certified for operations. If another responsible source were identified, the Government would incur additional time delays and duplication of cost. All responsible sources may submit a capability statement, product literature, or other pertinent information, such as a description of their similar battery systems. The capability statement shall address how the responsible source will overcome the time delays and duplication of cost. All responses will be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
