N0016420RJM38 � SOLE SOURCE � PROCUREMENT OF SHEDS/LiFT BATTERY SYSTEMS � PSC 6140 � NAICS 335911 Issue Date: 24 April 2020 � Closing Date: 26 May 2020 � 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane has a requirement for the production, system upgrades, engineering support, spares, and field support for the Secure High Energy Density System (SHEDS) and Lithium Fault Tolerant (LiFT) battery systems for unmanned and manned undersea vehicles, used in support of United States Special Operations Command (USSOCOM) and other Department of Defense (DoD) agencies. The anticipated award estimated total award value is $18,200,000 for a 5-year Basic Ordering Agreement anticipated to be awarded in FY2020. FAR part 15 will be used for this noncompetitive negotiated Job Order(s). The solicitation will not be made available through GPE. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, General Atomics, 3550 General Atomics Ct., San Diego, CA 92121, under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. This is being sole sourced because General Atomics is the only known responsible source to provide an integrated SHEDS and LiFT battery systems and lithium battery safety certified for operations. In addition, the anticipated duplicative costs and time delays to perform duplicative testing for lithium battery safety certification would not be recouped through a competitive contract action. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Notice of subcontracting opportunities may be available.
