Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is number 70FA2020Q00000017 and Simplified Acquisition Procedures (SAP) are being utilized whereby submissions of offers are required. Provisions and clauses in effect through Federal Acquisition Circular 2020-05 effective March 30, 2020 are incorporated.� It is the offeror�s responsibility to be familiar with the applicable clauses and provisions.� This is a total Small Business (SB) set-aside under NAICS Code 515210 � Cable and Other Subscription Programming, the size standard of which is no more than $38.5M in average annual receipts for three (3) or five (5) preceding years. A list of line item numbers and items, quantities, and units of measure (including options) are listed in Attachment 4 � Solicitation Response Pricing Template. This is a requirement for National Emergency Training Center (NETC) TV Service. A description of requirements for the items to be acquired can be found in Attachment 2 � PWS for NETC TV Service, which is one (1) of the included five (5) attachments, a listing of which can be found in Section D of Attachment 1 � Clauses-Provisions-Addenda. The place of performance is the National Emergency Training Center (NETC) located at 16825 S. Seton Avenue, Emmitsburg, MD� 21727. The period of performance is a one-year base period and four (4) one-year option periods starting July 16, 2020. Therefore, the total potential period of performance of this requirement is five (5) years from July 16, 2020 � July 15, 2025. The provision at 52.212-1, Instruction to Offerors�Commercial, applies to this acquisition, and addenda to the provision are included in Section E of Attachment 1 � Clauses-Provisions-Addenda. The provision at 52.212-2, Evaluation�Commercial Items, does not apply to this acquisition. Reference Addendum for Evaluation Procedures in Section E of Attachment 1 � Clauses-Provisions-Addenda. Concerning the inclusion of a completed copy of the provision at 52.212-3, Offerors Representations and Certifications�Commercial Items, with the offer, the Government will reference the Offeror�s registration in SAM as/if required and unless otherwise indicated in offer submission, the Offeror affirms the response to the fill-in at the end of the paragraph in the provision at FAR 52.212-3(b)(2) is �N/A�. The clause at 52.212-4, Contract Terms and Conditions�Commercial Items, applies to this acquisition, and addenda to the clause is included within this combined synopsis/solicitation in Section C of Attachment 1 � Clauses-Provisions-Addenda. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders�Commercial Items, applies to this acquisition. The additional FAR clauses cited in this clause applicable to this acquisition are indicated within Attachment 1 � Clauses-Provisions-Addenda. Any additional contract requirement(s) or terms and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices are included in Section C.2 � Addenda to 52.212-4 of Attachment 1 � Clauses-Provisions-Addenda. There is no Defense Priorities and Allocations System (DPAS) assigned rating associated with this solicitation. Reference this notice concerning the date, time, and place offers are due.
