- This is a Sources Sought Notice and is for informational purposes only.� THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS.� The U.S. Department of Treasury, Departmental Offices/Office of Budget and Travel, is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses,� and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition.� Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions.� NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to nina.a.albritton@irs.gov no later than 10:00 a.m. eastern standard time May 5th, 2020.���� The Office of Budget and Travel/Public Transit Incentive Program (OBT/PTIP) participants require access to the Washington Metropolitan Area Transit Authority (WMATA) SmartBenefits portal for providing transportation on WMATA and other Commuter Services within the National Capital Region (NCR). Description of Service:� This is a service requirement to provide public transportation fare media that must consist of a �transit pass� able to accommodate all modes of public transportation that covers the NCR and must be compatible with the Metro Rail, NCR bus and Commuter services. This shall include all buses in the District of Columbia, Montgomery County, MD, Prince George�s County, MD, Frederick County, MD, Arlington County, VA, Fairfax County, VA, Loudon County, VA, Prince William County, VA, and all buses in all cities now or hereafter existing in Maryland, Virginia or DC within the geographic area bounded by the outer boundaries of the combined areas of said counties. Note: The fare media must also be electronically distributed for the PTIP program through an electronic system that lists all the SmarTrip card serial numbers and the assigned benefits.�� Service includes, but is not limited to, providing an online database to keep an updated listing of all participants, a web-based program that lets Department of Treasury employers assign the dollar value of DO employees� monthly commuting benefits directly to the employees, an electronic system that will allow participants to allocate benefits in several commuter services within the DMV area, providing DO with an administrator and an alternate(s) to assign the transit benefits to eligible participants through the contractor�s database.� This database must allow participants to use the SmarTrip card to access services throughout their Allocation accounts. The Allocation account must provide services for the NCR area. The DO/OBT/PTIP will provide a list of 1500 to 2000 participants to be electronically uploaded to the transit system during the initial startup or Transfer.� During the startup phase the contractor must be able to provide support and services to complete the transfer; provide necessary information needed to assist with the transfer. The period of performance will be for a base year from date of award and four (4) one-year options thereafter to be exercised at the discretion of the Government. Interested vendors having the required specialized capabilities to meet the above requirement should submit a capability statement indicating the ability to perform all aspects of the effort described herein to include the following:� name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, or any category of small business*, number of years in business; affiliate information:� parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number).� Respondents will not be notified of the results of the evaluation.� Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.�
