Description
This is a notification of an intent to solicit from a single source in accordance with Veterans Affairs Acquisition Regulation (VAAR) 813.106(a). Pursuant to 38 U.S.C. 8127(b), Contracting Officers may use other than competitive procedures to enter into a contract with a verified Service-disabled Veteran-owned small businesses (SDVOSBs) and Veteran-owned small businesses (VOSBs) for procurements under the simplified acquisition threshold. The Program Contract Activity Center (PCAC) in Independence, OH intends to solicit a quote from a single source, After Action Medical and Dental Supply, LLC, for the acquisition of smoke evacuator equipment for the Department of Veterans Affairs NE / Western IA Healthcare System Omaha new Ambulatory Care Center (ACC). This requirement is classified under NAICS code 339112 which has a small business size standard of 1,000 employees. The nonmanufacturing rule applies to this acquisition. See attached Statement of Work (SOW). Small businesses who have the capability to provide the required items may submit a capability package which provides clear and convincing evidence that they can meet the Government's requirement. A business that intends to provide equipment manufactured by others must include in its capability package a letter or other documentation from the original equipment manufacturer(s) (OEM) stating the business is an authorized distributor of the proposed item(s). See attached VA Gray Market Prevention Requirements for additional information. VA prioritizes awarding contracts to SDVOSBs and VOSBs when possible. Veteran-owned small businesses replying to this notice must include in their response verification that they meet the eligibility requirements of VAAR 819.7003, to include compliance with SBA s nonmanufacturer rule. To be considered an SDOVSB or VOSB under VA s Veterans First Contracting Program, SDVOSBs and VOSBs must be verified in VA s VIP database (https://www.vip.vetbiz.va.gov/). SDVOSBs/VOSBs not verified as such in VIP are not eligible for consideration under VA s Veterans First Contracting Program. Capability packages must be received no later than 1PM EST five (5) business days after the posting of this notice to be considered. Responses must be submitted electronically to terrance.deininger@va.gov AND Sandra.Johnson3@va.gov. This notice of intent to solicit from a single source is not a request for quotes. The Government will review capability packages received by the due date and time. Responses received will be reviewed solely for the purpose of determining whether to conduct a competitive procurement in lieu of soliciting from a single source. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
