- THIS IS NOT A SOLICITATION, REQUEST FOR QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP). THIS REQUEST FOR INFORMATION IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY GOVERNMENT ASSESSMENTS. PURPOSE: The U.S. Army Corps of Engineers, Memphis District is conducting this Sources Sought in support of Market Research to notify and seek potential qualified members of industry to gain knowledge of interest, capabilities and qualification, to include the Small Business Community for the repair a damaged crane located at Ensley Engineering Yard at 2915 Riverport Road, Memphis, TN 38109. Background:� The Whirley Crane is responsible for loading concrete mat from a flatbed truck and placing it on a floating barge.� This concrete mat is used as revetment along the Mississippi River. Problem:� The Whirley Crane�s hoist is powered by a Twin Disc Torque Converter with an omega drive. This unit is attached to the flywheel of a Caterpillar diesel engine.� The valves that control the speed of the hoist are controlled by a governor that is ran off the torque converter.� The governor is not working properly and this part has been discontinued from production.� Request:� The Memphis District is requesting information from industry to determine the optimal method to restore full operational and safe use of the crane. �� NO SOLICITATION IS CURRENTLY AVAILABLE. SCOPE: This Market Research/Sources Sought Notice is for information on capability and availability of potential contractors to perform the following work: 1.� The vendor will make asses crane damage and repair or replace defective parts including but not limited to the governor and restore the Whirley Crane to full and safe operational capability. 2.� The vendor may perform repairs at Ensley Engineer Yard or vendor�s facilities. Final inspection and acceptance will be accomplished at Ensley Engineer Yard. GENERAL INFORMATION: The proposed project will be a Firm Fixed Price contract. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 333923, Overhead Traveling Crane, Hoist, and Monorail System Manufacturing. Small Business Size Standard in number of employees for this acquisition is 1,250. Interested parties must be registered in the System for Award Management (SAM), www.sam.gov. REQUESTED INFORMATION: Respondents interested in providing a response to this Sources Sought should submit information which clearly describes the following:� Offeror�s name, address, points of contact with telephone numbers and e-mail addresses. DUNS number and CAGE code. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. A Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of your company's capabilities. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. The potential bidders should provide brief references of relevant work they have performed and the magnitude. Describe any recent contracts or experience within the previous 24 months that are similar to this requirement. Demonstrate capabilities to repair various types of heavy machinery (i.e. Diesel Engines, Transmissions, Hydraulic Pumps, and Electrical/Electronic capabilities). Identify if the vendor is an authorized by Twin Disc service provider with the capability to work on the equipment or provide previous experience repairing and/or replacing Twin Disk equipment.
