- THIS IS A NOTICE OF INTENT; THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION DOCUMENT WILL BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Nevada Air National Guard, Reno-Tahoe International Airport intends to enter into a Firm Fixed-Price contract on a sole source basis in accordance with FAR 6.302-1(a)(2)(iii) , under the authority of 10 U.S.C 2304(c) (1) with H & K Architecture, 5485 Reno Corporate Drive, Suite 100, Reno NV 89511. The contract is for Architect-Engineering (A-E) Inspection, Type C, services on the repair of the HVAC systems in Bldg. 56 and 111. The separate construction project magnitude is between $1 million - $5 million. The scope of work includes but is not limited to request for information and submittal review and coordination, attend bi-weekly coordination and progress meetings, review and approve construction schedule and progress payments, conduct pre-final and final inspections and acceptance, complete and submit DD Form 1354, and prepare and furnish record drawings. The period of performance is 300 days. In the interest of economy and efficiency, the new work is a logical follow-on to an original contract. The contract must be issued on a sole-source basis because only one awardee is capable of providing the services required at the level of quality required because the services ordered are unique or highly specialized due to the A-E environment. Additionally, the competitive bid process would require additional resources to evaluate multiple proposals. Finally, the amount of time required for a competitive award for this effort would put the award of a new contract beyond the construction contract�s period of performance, resulting in a gap services. This is not a solicitation for competitive proposals. If interested, firms may submit Standard Form 330 Architect-Engineer Qualifications to the point of contact listed in this Special Notice for consideration. All information furnished must be in writing and must contain sufficient detail to allow NVNG to evaluate the firm�s capabilities in accordance with FAR 36.602 and should include the following information:� (1) Organization name; physical email and website address; telephone number, business size and CAGE code and/or DUNS number; (2) detailed capability statement. This request for capability information does not constitute a request for proposals; submission of any information in response to this special notice is voluntary and the Government will not reimburse any costs incurred for providing a response.
