Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in support of United Kingdom (UK) Royal Air Force (RAF) P-8A Training Device intends to issue a contract to Rustici Software LLC. on a sole source basis to provide a Sharable Content Objective Reference Model (SCORM) software engine license. The contract delivery date will be approximately 60 months from the date of award and the anticipated value is less than the current Simplified Acquisition Threshold (SAT). Rustici Software LLC is the only OEM of the SCORM software engine licenses. The P-8A Training Systems utilizes a Learning Management System (LMS) for maintenance of courseware.� A Government Furnished Product under the name of Sierra Hotel Alpha Romeo Papa (SHARP). SHARP uses SCORM as its engine tool.� Without the purchase of these licenses, RAF systems will not be concurrent with the United States Navy systems. The contract requires the following items: Term based license that provides the Customer with the use and access to support and maintenance for Rustici Engine (formerly known as SCORM Engine) in combination with P-8A training program via Sharp LMS. This proposed contract action is for requirements for which the Government plans to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. �A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their interest and capabilities no later than 3:30PM EST on May 7, 2020. Interested parties shall e-mail all statements, quote, and capabilities to Wayne.c.miller@navy.mil.
