MARKET VALUE: This position has been designated as a �tandem/ladder� position that, depending on the qualifications of the candidate, can be filled at either the GS-11 ($72,030-$93,638 per annum) or GS-12 ($86,335- $112,240 per annum), equivalent level, Washington, DC-locality pay. The highest level of this position is a GS-12. Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant work experience and work history, salary and educational background. Salaries over and above the pay range will not be entertained or negotiated. Offerors who live outside the Washington, D.C. area will be considered but no relocation expenses will be reimbursed. Following at least one year at the GS-11 grade, the offeror may have the opportunity for advancement to the GS-12 equivalent grade. In order to be advanced to the higher grade, the incumbent must meet the minimum qualifications of the higher grade and receive an excellent performance rating in their most recent annual performance evaluation. STATEMENT OF DUTIES POSITION DESCRIPTION BACKGROUND USAID�s Office of Transition Initiatives (OTI) is seeking highly motivated, highly qualified individuals who want the opportunity to help support rapid international transition programs for priority conflict-prone countries. Created in 1994 as a distinct operating unit within USAID, OTI helps local partners advance peace and democracy in politically transitioning countries. In support of U.S. foreign policy, OTI seizes emerging windows of opportunity in the political landscape to promote stability, peace, and democracy by catalyzing local initiatives through adaptive and agile programming. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief.� Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition.� OTI assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations.� OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. To respond quickly and effectively and meet its program objectives and mandate OTI retains a group of high-level professionals and experts under U.S. Personal Services Contracts (USPSCs). These knowledgeable and skilled professionals make up the vast majority of the OTI work force and are at its forefront implementing and achieving the office�s programmatic goals and objectives. For the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA)/OTI to implement its rapid response strategy, it is essential that DCHA/OTI personnel receive prompt support. The incumbent must maintain a high level of confidentiality, attention to detail, proficient writing ability and demonstrate excellent customer service skills. The incumbent must possess the ability to maintain flexibility in a fast-paced dynamic environment while managing sensitive staffing issues, competing priorities and meeting aggressive deadlines. Providing knowledgeable, rapid response using standard operating procedures and making recommendations for improvements or innovations to increase effectiveness and efficiency is critical to successful implementation of OTI�s programs and fulfillment of OTI�s mandate. At the GS-12 level: Responsible for a variety of support functions, such as workforce planning and analysis; human resources; organizational development and training, finance, budget, logistics, security, information technology, knowledge management, travel, general administrative services, COR, or backstop COR for an administrative operations and/or technical support contract, and similar functions.� Administers benefits, contract administration, travel policy, and general administrative oversight; Guides employees through all human resources, administrative, and/or travel procedures and answering questions about policies. The Operations Specialist will handle any associated questions or problems, although some specialists may focus more on strategic planning and instead of administrative duties; Ensures all policy, procedures, and OTI functions comply with federal, state, and agency regulations; Serve as a subject matter expert on a wide variety of administrative functions.� Examples of tasks may include: Performing market value analysis and justifications for contract positions; monitoring and evaluating the effectiveness of recruitment and on-boarding processes and provide recommendations to the supervisor; redesigning personnel policies as necessary; developing and maintaining confidential personnel filing systems; supporting a complex portfolio of program funded staff (such as US Personal Service Contracts) in a high pressure environment; serving as a principal point of contact for processing contract and/or travel actions for short or long periods of time, tracking and analyzing operations reports to determine trends and variances and identify areas for positive change; Serve as a liaison between OTI teams and divisions, as well as USAID bureaus and offices (such as the Office of Acquisition and Assistance, Office of Management Services, Office of Support Services, Office of Security and others).� Maintain understanding of the global context of the work and how it supports office requirements. SUPERVISORY RELATIONSHIP: The Program Operations Specialist will be supervised by the OTI OMD Team Lead or his/her designee. SUPERVISORY CONTROLS: The supervisor will set overall objectives and resources available, and work with the incumbent to develop deadlines, projects, and work to be accomplished. The incumbent will be responsible for planning and carrying out assignments, resolving most conflicts, coordinating with others, and interpreting policy in terms of established objectives.
