Description
REQUEST FOR INFORMATION Army National Guard Human Resources and Manpower Incentive Review Team Requirement Description This service provides support for Army National Guard Human Resources and Manpower- Incentive (ARNG-HRM-I), Officer and Enlisted Incentives for the Army National Guard (ARNG). The Incentive Review Team (IRT) will provide a wide range of technical, management, and administrative servicing support, training development, program management and operational support for ARNG Incentives. Policy guidance and funding are provided to each of the 54 States and Territories. The ARNG is congressionally mandated to monitor management controls as a function of audit readiness.� This is an enduring workload requirement filled by contract labor since 1 October 2011.� Background/ Requirement The purpose of this requirement is to provide a full range of technical, management and administrative servicing support to assist the Army National Guard Personnel Programs, Manpower, and Resources Division Chief manage the ARNG Incentive programs. The Performance Work Statement (PWS) reflects specific tasks and deliverables, however, the offertories are encouraged to propose alternatives and price a solution to known requirements. The scope of this contract must be cognizant to the changes in incentive programs due to Congressional authorization and appropriation acts. The IRT contract monitors processes of the ARNG Education and Incentive Programs and reviews execution of funds at the State Level.� The method of monitoring includes random and specific sample testing of incentive documentation, user roles and user actions within the Guard Incentive Management System (GIMS).� The funding of education and incentives is executed at the Army National Guard Directorate and the IRT monitors the management controls of the programs as well as review execution of funds, maintain Army Audit Agency (AAA) compliance, conduct sampling, State training, State assistance visits, Incentive Manager Workshops and policy research.� Contractors perform a monitoring function reporting processes and funds execution as either in compliance or not in compliance with established laws, regulation and policy. 3.0 Requested Information������������������������������������������������������������������������������������������������������������ Interested parties are requested to respond to this RFI with a white paper and responses to the five (5) questions in section 6.0. 4.0 Responses White papers in Microsoft Word for Office 2000 compatible format are due no later than 13 May 2020 1300 hrs EDT.� Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned.� Submit your responses by e-mail to the Contract Specialist at orlando.castrovallescorbo.mil@mail.mil and copy jonathan.r.lehmann.mil@mail.mil Questions regarding this announcement shall be submitted in writing by e-mail to orlando.castrovallescorbo.mil@mail.mil. �Verbal questions will NOT be accepted.� Questions should NOT contain proprietary or classified information. 5.0 Industry Discussions ARNG representatives may or may not choose to meet with potential responders. �Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions ARNG requests a response to the following questions: 1. Do you believe the draft PWS is sufficiently clear to allow for a concise proposal response to be developed to achieving the objectives?� Please explain. 2. Are there sections that would benefit and require additional clarification(s)? If so, please identify each of the areas. 3. Please recommend any special qualifications, certifications, and/or educational requirements, if any. 4. The business type is based upon North American Industry Classification System (NAICS) code 541611 � Administrative Management and General Management Consulting Services.� Is this NAICS acceptable?� If not, which NAICS do you recommend? 5. Are the estimated workload data figures and performance standards in the PWS acceptable?� Please explain/ advise. 7.0 Additional Information The period of performance is one (1) base year with four (4) option years. The Government anticipates the contract base year to start within the fourth quarter of fiscal year 2020 (30/SEP/2020). Security Requirements: TS/SCI clearance is required. 8.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Air National Guard is not at this time seeking proposals and will not accept unsolicited proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized https://beta.sam.gov.
