Description
The intent of this solicitation and any resultant contract is to obtain an airplane fully operated by qualified and proficient personnel and equipped to meet specifications contained herein and will be used in the administration and protection of public lands. The aircraft furnished may be used for fire support, project, law enforcement, and administrative flights.� If the Contractor agrees to perform law enforcement flights, such agreement shall be in writing. The daily availability period is defined as two shifts within a 24 hour period. The primary shift is during the night which generally begins at 1800, and ends at 0600 the following morning. The secondary shift begins at 0600 and ends the same day at 1800. This platform may be utilized at any location in the Continental United States or Alaska in which aerial suppression is occurring. The general mission profile, consists of 30-45 minutes flights to and from the fire and the rest of the available fuel cycle spent on station over the fire performing data collection and aerial supervision (3-4 hours). The crew is generally comprised of the contract pilot, a contract sensor operator, and one aerial supervisor. The aircraft will be capable of supporting additional passengers (trainee/observer), it is not expected to fly more than 5 total personnel including the pilot on any mission. The fundamental purpose of the aerial supervisory aircraft is to provide aerial supervision during night aircraft operations over wildland and urban interface fires. The day missions will be primarily for the collection and transmission of incident data. The Government has Interagency and Cooperative agreements with Federal and State Agencies and private landholders. Aircraft under contract may be dispatched under these agreements for such use. The contractor will provide the aircraft, aircraft maintenance, pilots, sensor(s), sensor operators, technical system support and training on the offered mapping systems/technologies on an annual basis for government personnel.
