- PROJECT TITLE: CROW CREEK METH REMEDIATION PROJECT THIS IS A PRE-SOLICITATION NOTICE AS REQUIRED BY FAR 5.203(a) AND FAR 36.313-2. THE ACTUAL SOLICITATION WILL BE AVAILABLE AFTER MAY 22, 2020. BACKGROUND: The Bureau of Indian Affairs has a requirement to remediate two Government Quarters that have been contaminated by Meth. The Tribe does not have the option to contract this project under P.L. 93-638, Subpart J, therefore the Bureau of Indian Affairs is soliciting this work to be done on behalf of the Tribe. The Tribes does have a TERO Ordinance that will apply. The current TERO Tax is 4% and is due prior to the Notice to Proceed being issued. A copy of the Ordinance will be made a part of the solicitation. DESCRIPTION: Contractor shall furnish the necessary personnel, materials, equipment and services as necessary to successfully complete the work as required by the contract documents and attachments. The project consists of meth contamination remediation of two quarters. First, Building 132 has meth contamination throughout the basement level and throughout the entire HVAC system including the supply, return, and exhaust fans on the ground level. There is gypsum wallboard in poor condition on the stairwell area between the basement and ground level exit that has an asbestos taping compound. The asbestos taping is also being removed as part of the remediation prior to cleaning the entire basement of meth contamination. Second, Building 115 B, which is one half of a duplex, has meth contamination limited to the ground floor common return opening between the entry and hallway. The return system and exhaust fans are contaminated with meth but the supply system is not. Asbestos removal requires South Dakota certification as an asbestos abatement contract and certified workers. Meth remediation has no special certification but does require workers trained in remediation techniques and current in the remediation contractor's respirator protection program. PROJECT LOCATION: The project is located in Ft. Thompson, South Dakota, Buffalo County. MAGNITUDE OF PROJECT: In accordance with FAR Part 36.204, the Project Magnitude is between $100,000 and $250,000. SOCIOECONOMIC PROGRAMS: This procurement is being set-aside as a Total Small Business Procurement. Only those vendors that are registered in SAM as a small business under the stated NAICS Code can submit a bid. Due to issues with SAM, all bidders will need to be registered and active at the time bids are due. Those not registered will be eliminated and determined as non-responsive. NAICS CODE: This procurement is being issued under NAICS Code 236118, Residential Remodelers, with a small business size standard of $39.5m. PERMITS: Applicable Permits, archeological and environmental clearances have been acquired. DATES: The Solicitation will be posted May 22, 2020. Bid Opening is set for June 22, 2020 at 3:00pm CT. The Government anticipates the award to be made by July 1, 2020. Notice to Proceed will be issued once bonding and insurance is provided, with 120 days to complete all work after Notice to Proceed (NTP) is issued. SITE VISIT: A site visit will not be held. Information on how to visit the site if needed will be posted in the solicitation documents under Section L. BONDING: FAR Clause 52.228-15, Performance and Payment Bonds-Construction, will apply, along with FAR Clause 52.228-1 Bid Guarantee. Contractor will also comply with the Davis Bacon Act.
