Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation (Reclamation), Acquisitions Operations Branch (AOB) seeks to award a sole source award to AT&T Corp, 3033 Chain Bridge Rd, Oakton, VA 22185-1000, to provide 9.6 Analog services to the Upper Colorado (UC) Office and other geographically dispersed regional offices. These services provide Reclamation with analog circuits and offerings that allow Reclamation offices to utilize the services offered. These services include access to Supervisory Control and Data Acquisition (SCADA) systems. Scope: The vendor shall meet all network interface requirements pertaining to telecommunications standards, per negotiated contract. The vendor shall use telecommunications equipment that is compatible with normal network infrastructure offerings, including equipment that can interface with T1 facilities and analog and digital lines. In addition to the transmission facility, the vendor will provide all end-to-end switching, network termination equipment, and the Channel Service Unit (CSU) demarcation point (when applicable0. The vendor provides end-to-end facility maintenance and testing of the carrier network. Reclamation will have twenty-four (24) hour access to the vendor�s trouble line. The vendor shall also provide security to prevent unauthorized intrusions into the network. The vendor shall also, based on applicable tariffs and in coordination with the Local Exchange Carrier (LEC) establish the demarcation point between Reclamation provided equipment and equipment which LEC and other carriers provide. The vendor shall interface equipment with all circuits and facilities provided by the LEC to meet the connectivity requirements of this contract. The vendor shall conform its line and trunk terminations associated to United States Telephone Association and Bellcore standards (when applicable). The vendor shall provide and maintain equipment and telecommunications support necessary to communicate with beneficiaries and other parties and Reclamation representatives using modems, fax machines, internet, and any other telecommunications devices Reclamation deems necessary. The vendor shall timely communicate to Reclamation any network or other communications outages, as they occur, and maintaining the necessary means of communication with telecommunications vendors to remedy problem situations. The vendor shall, whenever necessary, escalate remedial procedures within vendor organizations. The vendor shall accommodate any new equipment and/or network requirements, resulting from a change in telecommunications vendors, standards, or Reclamation needs. The vendor shall promptly communicate to Reclamation any concerns, issues, or problems it is experiencing with its network services. If the vendor telecommunications becomes inoperative, the contractor shall immediately notify the COR and provide regular updates until the problem is corrected. The vendor shall provide coordination with other Reclamation offices, LECs, and commercial providers in support of external network links and services. The North American Industry Classification System (NAICS) code for this acquisition is 517919 and the size standard is $35 million in revenue. The Government intends to solicit directly with AT&T Corp. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotes. However, if any interested party believes that they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Ability to engage ALL listed capabilities is required to be considered capable. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to bsena@usbr.gov. If no responsive statements are received by 05/13/2020 at 3:00 PM MT, an award will be made to AT&T Corp.
