Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the Office of Marine and Aviation Operation (OMAO), using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with Teco-Westinghouse Motor Company, 5100 N. IH-35, Round Rock, TX 78681, for a firm-fixed price type purchase order to refurbish and retube two (2) heat exchangers for the main propulsion motors for NOAA Ship PISCES.� The main propulsion motors were manufactured by Teco-Westinghouse, Model No 2795AA (1125 KW, 1508 HP, 750 VDC, 134 RPM each).� The heat exchangers (Part number 05D-077-C0x) are currently stored in the PISCES Pascagoula Warehouse located on the Gulf Marine Support Facility (GMSF), 151 Watts Avenue, Pascagoula, MS 39567.� The contractor shall be responsible for transporting the two (2) heat exchangers to the repair facility and, upon completion of the repairs, back to the PISCES Pascagoula Warehouse.� The contractor shall restore the heat exchangers to a �like new� condition.� In addition to the Original Equipment Manufacturer�s (OEM�s) recommended repairs, the complete refurbishment includes, but is not limited to, the following: � 1.� Complete re-tubing of each heat exchanger; � 2.� Replacement of all hardware; � 3.� Installation of new gaskets; � 4.� Pressure and operational testing at the OEM operational facility; � 5.� Painting and preservation of refurbished heat exchangers; and � 6.� OEM standard commercial warranty for the refurbished heat exchangers. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), only one responsible source.� The period of performance shall commence immediately upon contract award. The North American Industry Classification System Code (NAICS) is 335312, Motors, electric (except engine starting motors, gearmotors, outboard), manufacturing, which has a corresponding size standard of 1,250 employees.� This notice does not constitute a solicitation-a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB)-and it does not restrict the Government in any way regarding its ultimate acquisition approach. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. �Due to the long lead time for performance of this work, a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement in the future.� The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements, including the requirement for OEM warranty.� Capability statements and related materials must be e-mailed to Contract Specialist Michelle Blake at michelle.blake@noaa.gov no later than 5:00 P.M. Eastern on May 12, 2020, and shall have the subject line read:� Announcement No. 1305M2-20-00968, Project Title:� Refurbish and Retube Heat Exchangers for Main Propulsion Motors, NOAA Ship PISCES.
