- PRE-SOLICITATION NOTICE: The Department of Veterans Affairs (VA), Strategic Acquisition Center in Fredericksburg, Virginia intends to issue a solicitation on behalf of the Veterans Health Administration, Office of Community Care (OCC) for the procurement of a contractor to establish and maintain a network of high-performing licensed health providers and practitioners to provide medical, surgical, complementary and integrative services, durable medical equipment, pharmacy, and dental services throughout the state of Alaska (AK). The Contractor shall (i) provide exemplary customer service; (ii) monitor and manage quality outcomes; (iii) use data and performance metrics to improve services, and (iv) process and pay claims for services ordered against the contract. The Contractor shall serve as a third-party administrator with responsibility to provide managed healthcare services. In June 2018, the United States (U.S.) Congress passed the VA Maintaining Systems and Strengthening Integrated Outside Networks Act of 2018 (MISSION ACT). This legislation consolidates VA s community care programs into a new Veterans Community Care Program that will help to ensure Veterans choose VA by getting them the right care at the right time from the right provider. Veterans and their families, CCN providers, and VA staff can expect ongoing improvements and regular engagement as VA creates this new Community Care Program. The goal of the Community Care Network (CCN) is to provide eligible Veterans with the care they need when and where they need it. VA provides healthcare services for Veterans within VA and utilizes outside partners in areas where services are either not availability at a VA facility or the distance makes these services inaccessible. The Government anticipates issuing a Request for Proposal (RFP) under full and open competition to establish a single-award Firm Fixed Price Indefinite Delivery Indefinite Quantity contract with incentive plan. The anticipated period of performance is a 9-month base with seven 1-year options. The Government intends to post a final solicitation to Beta Sam. Gov website at http://www.beta.sam.gov on or about May 11, 2020. The Government anticipates that offers will be due on or about June 1, 2020.
