VETERANS AFFAIRS SEEKING SPACE FOR CLINICAL USE Atlantic County, NJ | Synopsis The U.S. Department of Veterans Affairs Seeks Expressions of Interest for 26,970 Rentable/22,475 Net Usable Square Feet of Community Based Outpatient Clinic Space in Atlantic County, NJ. Notice: This is a pre-solicitation notice for solicitation number 36C24420R0032, lease number 36C24420L0013. The Government will not pay for any costs incurred because of this advertisement. Contracting Office Address: United States Department of Veterans Affairs (VA), Leasing and Specialized, Network 4 Contracting Office (NCO 4), 353 N. Duffy Rd., Butler, PA 16001. Description: The Wilmington VA Medical Center, Wilmington, DE intends to solicit for up to 22,475 Net Usable Square Feet (NUSF) of leased space for a Community Based Outpatient Clinic within the delineated area identified below. Space requirement includes a contiguous space all on the first floor compliant with ADA (Americans with Disabilities Act) accessibility, ABAAS (Architectural Barriers Act Accessibility Standard) and VA Barrier-Free Design Standard and Architectural Barriers Act Accessibility Standards, meet VA Guidelines for IT security, and have 100 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. Space must accommodate PACT (Patient Aligned Care Team) space model (http://www.cfm.va.gov/til/Prototype/CBOCPrototype-02-ProjNarrative.pdf ). NUSF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. A detailed definition will be provided by VA, in the request for proposals (RLP) be issued for this project. The anticipated lease will be a full-service lease to mean all utilities, security, telephone, janitorial and all-season landscape and snow removal are included in the rental cost. Lease Term: The anticipated lease term is a firm term of five (5) years, and additional soft term of five (5) years for a total lease term of 10 years. Delineated Area: Atlantic County, NJ The space must be in or abounding the delineated area, and preferred location will be located within (1) mile of the NJ Public Transit System Bus Line. The area focuses on Egg Harbor Township, NJ. Street names that create the delineated area boundary are: South to North: South Shore Rd to Somers Point-Mays Landing Rd to RT 40 to RT 50. West to East: RT 50 to Clarks Landing Road North to South: Clarks Landing Road to Atlantic 610 to Motts Creek Rd to RT 9 East to West: RT 9 to South Shore Rd The following map of the delineated area is provided for further clarification of the boundaries of the delineated area. Additional Requirements: Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Spaces may not be considered if they have the following features: Bifurcated sites, inclusive of parking. The following space configurations may not be considered:� Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. Offered space may not be considered if located in close proximity to property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths. Space may not be considered where apartment space or other living quarters are located within the same building. Attention SDVOSB/VOSB: Service Disabled Veteran Owned Small Business or Veteran Owned Small Business (SDVOSB or VOSB) Status The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $38.5 million. Responses to this notice will assist VA in determining if the acquisition should be set-aside for competition and restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. SDVOSB, VOSB, and Small Business firms are invited to provide information to confirm socio-economic status. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/. All business concerns must have the technical skills and financial capabilities necessary to perform the stated requirements. Capabilities Statement Will Include: 1.
