Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart�12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Instructions to offerors (Tailored for quotes under FAR part 13), evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation number is 70Z0290P8G222500 and issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01. This is a small business set aside, the applicable NAICS is 238220 and small business size standard is $15M. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes, but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word ""offer/offeror� or a derivative of that word appears, it is changed to ""quote/quoter� or a derivative of that word. The associated NAICS code is 238220 and the small business size standard is $15M. USCG SFO Galveston has a requirement to purchase: Services Building Heat Exchangers Replacement. To include the following: *Work scope is to include, but not limited to flushing existing piping, cleaning existing lines from any debris; removing old oil, pumping new oil; purging system with dry nitrogen, remove and install new dryer units, install heat exchangers (provided by Coast Guard), and charging Dedicated Outdoor Air System (DOAS) unit with new refrigerant as per manufacturer�s specifications. The Contractor shall not subcontract any part of this project without prior written consent of the Contracting Officer. *Inspect the DOAS unit and compare to the manufactures specification, give a detailed listing of any defects to LT John T. Waters or MAT2 Victor M. Regalado. *The contractor must remove and dispose of all hazardous material from the site caused by the heat exchangers replacement. *The contractor must be finished and DOAS unit heat exchangers operational, no later than two weeks from the start date. *Work must be in compliance with all OSHA and EPA guidelines. �The evaluation factor will be Lowest Priced Technically Acceptable. FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Galveston, TX 77550 Period of Performance: The project shall be completed within twenty (14) calendar days after award date. Addison�� - Model # TRSW240CH54A������� Serial #130402304 Tag # DOAS-S-1.02 Date of Manufacture � June 2013 Work scope includes flushing existing pipe and cleaning existing lines from any debris, but there is no information on how much pipe (diameter & linear feet)is to be flushed and cleaned. Recommend contractor identify which specific piping requires flushing, as we do not have the technical expertise to provide accurate information.� The Contractor is to remove old oil and pump new oil, but there is no information as to quantity of oil Estimated quantity 2-3 lbs The Contractor is to remove and install new dryer units but there is no information as to how many dryer units nor the dryers to be provided. Two dryers -�Catch ALL HPC-305-S-HH The Contractor is to charge DOAS unit with new refrigerant as per manufacturer�s specs but the specs are not provided and there is no information as to quantity and what type of refrigerant� There are two circuits using 410A.� Each circuit holds 27lbs No information on the quantity and types of hazardous material that the Contractor will be responsible for disposing. Freon, oil, or any byproduct needed to be disposed of properly according to state and federal regulations.�� No information as to size or weight of the heat exchangers to be installed. Size � approx. 1.5ft x 1.5ft ---- Weight estimated at� - 150LBS each Two weeks from Date of Award seems an extraordinarily aggressive timeline given the limitations on the hours Contractor is certain to have access and � particular under present extraordinary circumstances � the uncertainty of availability of the materials necessary to perform this project on short notice. Deadline can be changed due to the circumstance, however, we would like to stick to the original request of having the work completed within two weeks if at all possible.
