Classification Code: C -- Architect and engineering services NAICS Code: 541 -- Professional, Scientific, and Technical Services/541310 -- Architectural Services Sources Sought: THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The General Services Administration (GSA), Mid-Atlantic Region is seeking information about interested businesses that specialize in Architectural/Engineering Services for a renovation and equipment upgrade in historic buildings for a project at the Joseph F, Weis Jr. Federal Courthouse (Weis Courthouse) located in Pittsburgh, Pennsylvania. The acquisition procedures for this opportunity will be in accordance with the Design Excellence quality standards and requirements. This will be a negotiated procurement issued in accordance with Public Law 92-582, ""The Brooks Act."" In this process the Government will award to the most highly qualified A/E Team with whom it can negotiate a fair and reasonable price. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, type of project, and a description of how the experience relates to the proposed procurement. Relevant projects should be similar in magnitude (construction cost greater than $10,000,000) and involve the preparation of full design documents. Responses must contain sufficient detail for the Government to make an informed decision regarding your capabilities. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. After review of the information received, a solicitation may be published in the Federal Business Opportunities (FBO). A determination by the Government to proceed with the acquisition as a set-aside is within the sole discretion of the Contracting Officer. PROJECT DESCRIPTION This is a space alteration project intended to support the U.S. Bankruptcy Court�s (USBC�s) space consolidation initiative. The USBC will relocate from a leased location of 43,261 USF to federally owned space in the Joseph F. Weis Jr. Courthouse in the approximate amount of 21,750 USF. �As part of this relocation and backfill into historic federal space, the Circuit Library and U.S. Marshalls, current tenants of the Weis Courthouse, will also be reducing their footprint to accommodate the USBC consolidation project. GSA is also considerating an option upgrade to the HVAC equipment. The upgrade would include replacement of various air handling units, a chiller, and other related equipment as well as a roof replacement for a cooling tower replacement. The Weis Courthouse is located at 700 Grant Street, Pittsburgh, PA.� It was built in 1934 and is a 14-story neo-classic building.� It is an approximately 825,000 gross square foot and located in the central business district of Pittsburgh.� The building comprises 10 floors, plus 3 basement levels, 5 mechanical mezzanine levels and 2 penthouse areas that also house mechanical equipment.� The building includes 18 courtrooms, 5 of which retain significant historic finishes, including mahogany paneling, murals and marble work.� There are three levels of parking - two inside garage levels and one surface parking area provided at the rear of the building. The Weis Courthouse was erected in response to the boom of the steel industry in Pittsburgh during the early 20th century. Under the direction of the Supervising Architect of the Treasury, James A. Wetmore, a New York architectural firm, Trowbridge & Livingston was selected to design Pittsburgh�s Weis Courthouse. The building started construction in 1931 and opened its doors to the public in 1934. The Weis Courthouse has undergone several renovations since its erection. For example, in the 1960�s and 1970�s, most of building�s original interior finishes in the postal space were removed or covered. In 2002 to 2006 the existing courtrooms were modernized and six new additional courtrooms and chambers were inserted into the light courts. The building is a historical landmark containing multiple historic architectural and art installations that could potentially be irreparably damaged if a water release event was to occur. GSA intends to undertake the repair and alteration of the above-noted 28,260 USF of vacant Courthouse space, as well as the repair and alteration of 14,000 USF of occupied space. The project will include HVAC, plumbing, electrical, fire safety and BAS upgrades to accommodate these space alterations. The project will incorporate GSA design excellence, sustainable design principles and innovative technologies. GSA intends for the building to be occupied for the duration of the design and construction efforts, with available swing space within the building for affected agencies during construction. GSA will hire a Construction Manager as Advisor (CMa).� The delivery method for the project will be design, bid, build.� The present Estimated Construction Cost at Award (ECCA) is $10,000,000 - $15,000,000.� GSA anticipates awarding the A/E contracting in the Fall of 2020.��� SCOPE OF WORK The scope of professional services will require at a minimum: professional architectural, engineering, interior design, and related consulting services for concept design documents, design development documents, construction documents, specifications, cost estimates, value engineering services, computer-aided design and drafting (CADD), Building Information Modeling (BIM), and post-construction contract services (PCCS) for the construction of related building systems. The project is also to include GSA design standards for secure facilities; conformance to the P100 (Facility Standards for Public Buildings), including LEED certification, and customer agency requirements.
