THE VA IS NOT SEEKING PRICING OR OFFERS. This is a Request for Information (RFI)/Sources Sought Notice, issued in accordance with FAR 15.201(e), to conduct market research. This RFI/Sources Sought Notice is issued solely for information and planning purposes. It does not constitute either a Request for Quotation (RFQ) or a Request for Proposal (RFP); nor is it a promise to issue an RFQ/RFP in the future. This RFI/Sources Sought Notice does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not seeking proposals at this time, and will not accept any unsolicited proposals. Responders, and not the Government, will pay for any costs incurred while responding to this RFI/Sources Sought Notice. Vendors who don t respond to this RFI/Sources Sought Notice may still participate in any future RFQ/RFP. Information submitted in response to this RFI/Sources Sought Notice is strictly voluntary and becomes the property of the Government. The Government may modify this announcement in the future, as information changes. The Government is not soliciting offers at this time. This is an RFI/Sources Sought Notice only, to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirement will be stated and how the procurement will be conducted. This RFI/Sources Sought Notice is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. This RFI/Sources Sought Notice is market research to help the Department of Veterans Affairs make acquisition decisions. The VA Heartland Network Contracting Office (NCO) 15 is looking for Small Business concerns, which includes Veteran Owned Small Businesses (VOSB) and Service-Disabled Veteran Owned Small Businesses (SDVOSB), registered in SAM under NAICS code 541511 (Custom Computer Programming Services), that can provide a patient identification wristband system as listed in the Statement of Work on Pages 3 5 of this notice. STATEMENT OF WORK (SOW) GENERAL INFORMATION Title of Project: Patient Identification Wristband System Location of Facility: John J. Pershing VA Medical Center 1500 N. Westwood Boulevard Poplar Bluff, MO 63901 Abbreviations: Veterans Information Systems and Technology Architecture (VistA) Bar Coded Medication Administration (BCMA) Computerized Patient Record System (CPRS) Goal: Improved patient identification is necessary to ensure that the correct patient has been identified for the receipt of specialized services, treatment and medication administration. Scope of Work: The patient identification solution shall provide the ability to view and print patient wristbands, labels and wristband/label combination sheets within hospital wards and outpatient clinics where services and treatments are. This solution shall VistA electronic data transfer of patient information and Veterans Health Identification Card s photo for inclusion on the wristband and labels. VistA data transfer shall be required for both integrated and non-integrated VistA systems in use in the medical center. The contractor shall provide all resources necessary to accomplish the deliverables described in this SOW. The patient ID wristband system will enhance patient safety, minimize errors, and streamline processes. The end result of this contract will be a patient ID wristband system capable of printing patient identification outputs specified by the medical center. Background: The John J Pershing VA Medical Center currently utilizes VistA wristband printing. However, the patient identification wristband system that is described in this SOW, uses patient identification wristband software that provides color photographs, barcodes, color standardization and warning indicators to ensure the proper synchronization of patients and treatment. The software will fill all label identification needs, including chart, specimen and medications. The software application will need to interface to both VistA and the VHIC (National VHIC website) and can provide enhanced patient safety options while enhancing existing patient safety initiatives with the existing VistA/BCMA infrastructure (hardware, communications or software) in compliance with all VA directives and policies. Performance Period: Base Year contractor will procure and install the Patient Identification Wristband System by completing all tasks listed in this Statement of Work within 180-days of contract award. Further, contractor will provide Annual Maintenance as defined in Paragraph 2.o. below. Up to 4-Option Years contractor will provide Annual Maintenance as defined in Paragraph 2.o. below. REQUIREMENTS The system will integrate directly with VistA for instant access to patient photos, demographics and allergy information. Will automatically print information on patient wristbands. The wristband will include name, barcodes, photos (in full color), warnings and more. Includes patient identification software for seven (7) print locations. Software License and wristband design that provides automatic printing of Urgent Care wristbands when Urgent Care appointment is generated. Software License and wristband design including specialty procedure, anatomical site and surgeon, radiology for invasive procedures. Includes ten (10) LaserJet wristband printers with VA specific configuration/install support to use in conjunction with patient identification software system. Staff Training will be face-to-face and utilize the train-the-trainer model. It will consist of a total of 5-days, broken down as follows: 1-day classroom overview 3-days pre-deployment training 1-day post-deployment training within 6-months of going live. Has ability to create 1D and 2D barcodes for patient wristbands or specimen labels to ensure accurate identification of patients or specimens. Has ability to enhance existing patient safety initiatives by printing full color photos directly on the wristband, taking photos as patients arrive or pull directly form the VHIS photo repository. Has ability to incorporate all clinical warnings on one easy-to-read wristband. Track patient allergies, risks and other clinical information. Provides color standardization to match the American Hospital Association (AHA) warning indicators or other standardizations. Has ability to fill all label identification needs, including labels for charts, specimens and medications. Including, barcodes, names and other critical information. Provide all programming and installation. Contractor will provide an electronic copy (MS Word or Adobe PDF) of an Owner s Manual, complete with step-by-step instructions, screen shots, etc. and troubleshooting guide, that can walk a person through the proper use of the system. Annual Maintenance: the contractor will provide all labor, materials, transportation, equipment, tools, accessories and professional knowledge supervision to provide on-site scheduled maintenance and support services for printers and associated equipment, to include software fixes, and upgrades and updates to ensure the system functions at full operational capability in accordance with design specifications. Additionally, contactor will provide telephonic technical support from 8:00am - 5:00pm CST/CDT, M-F, excluding holidays. Specific Mandatory Tasks and Associated Deliverables: Software will be compatible and will provide the same capabilities on either integrated VistA databases or non-integrated VistA databases. No additional software, other than database server and management software, will be required for purchase for the successful implementation of the software. The software will use a SQL server database configured to VA standards on hardware provided by the vendor. Include site configurable data update cycles from the VistA data base to devices which are VA computers (e.g. laptops, portable laptops, or desktops) that are chosen by the clinical staff. All equipment is equipped with security features to protect patient data and unauthorized access. Software will have standard color schemes of present BCMA software and be Section 508 compliant. All edit and print transactions are auditable. The materials / equipment to be used in this project will be a variety of either PC s, laptops, etc. Reporting: Throughout the project's duration, the contractor is required to provide monthly written progress reports to the Contracting Officer s Representative (COR) no later than the fifth workday of the new calendar month. The progress report shall cover all work completed during the preceding month and shall present the work to be accomplished during the upcoming month. This report shall also identify any problems that arose, along with a statement explaining how the problem was resolved. This report shall also explain any problems that have been identified, but have not been completely resolved. COMPATIBILITY REQUIREMENTS With no exceptions, software shall not change the VA software code for file/data transfer and shall use existing routines to accomplish the data transfer to and from the software.
