THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES TO ASSIST THE NEW ORLEANS DISTRICT, U.S. ARMY CORPS OF ENGINEERS (USACE), IN DEVELOPING THE AQUISITION STRATEGY FOR AN UPCOMING solicitation for a project entitled, ""Mermentau River Navigation Channel Jetty Repairs, Cameron Parish, Louisiana"". THIS IS NOT A PRESOLICITATION OR SOLICITATION ANNOUNCEMENT.� After review of the responses to this notice, and if the Government intends to proceed with the acquisition, a separate pre-solicitation announcement will be published on the Beta.SAM.gov website (beta.sam.gov). Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY are not adequate response to any future solicitation announcement. All interested parties and potential bidders are responsible to monitor Beta.SAM.gov for any future postings. The purpose of this notice is to gain knowledge of and determine the availability of potentially qualified Small Business sources and their size classifications relative to the North American Industry Classification System (NAICS) Code of 237990, ""Other Heavy and Civil Engineering Construction.� Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only, and does not constitute a solicitation for competitive bids/proposals, and is not to be construed as a commitment by the U.S. Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to respond, in writing, to this Sources Sought Notice. ANTICIPATED CONTRACT INFORMATION/DESCRIPTION: The New Orleans District expects to issue a solicitation in accordance with Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding or FAR Part 15, Contracting by Negotiations. The work will consist of furnishing all plant, labor, equipment and materials, and performing all operations in connection with the placement of new stone for repairs to the existing East and West Jetties at the mouth of the Mermentau River at the Gulf of Mexico in Cameron Parish, Louisiana, as specified in the contract. The repairs to the jetties will require that the jetty repair sections be offset land side of(outward shift) from the existing jetty centerlines, with the new centerline of each jetty being located in order for the channel side slope of the repairs to match up with (fall in line with) the existing channel side slopes as best as possible. (i.e. not a straddle) The gradation of the jetty stone for this contract shall range in size from 2 to 4 tons, with 50 percent required to be 3 tons or more in size. As some breakage of stone may occur due to handling, the use of stones smaller than 2 tons will be limited to 15 percent and shall be used at locations specified by the Contracting Officer. As the jetties are open to the waters of the Gulf of Mexico, bidders should be aware that rough seas could be encountered at times during the construction period of 150 calendar days following the issuance of the Notice to Proceed (NTP). The magnitude of construction for this anticipated contract is estimated to be between $5,000,000.00 and $10,000,000.00. A drawing is attached entitled, ""Mermentau River Navigational Channel Jetty Repairs, Cameron Parish, LA, Location and Vicinity Maps, and Sheet Legend"", drawing G-02, dated January, 2020, for general idea of the location of the project area. SUBMISSION REQUIREMENTS FOR THIS SOURCES SOUGHT NOTICE: Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY shall be limited to five (5) pages and include the following information: 1. Interested firm's name, address, point of contact, phone number, email address and small business size status under the stated NAICS Code (237990).� 2. A brief capabilities narrative describing the interested firm's ability to meet anticipated contract requirements as described above.������� 3. Interested firms are also requested to submit a narrative describing one project they have completed that is similar in size, scope and complexity to the anticipated contract requirements described above.� Submission of your interest is not a prerequisite to any potential future posting, but participation will assist in identifying sources with required capabilities. Interested bidders must be registered in the System for Award Management (SAM) database (sam.gov) to be eligible for award of a Government contract. SUBMISSION DUE DATE/TIME: Responses to this SOURCES SOUGHT NOTICE / MARKET RESEARCH STUDY should be received as soon as possible but no later than 2:00 pm (Central Standard Time) on Friday, May 22, 2020.
