- Description
- This acquisition is a 100% set-aside for small business concerns in accordance with FAR 19.5. FAR clause 52.219-14 Limitations on Subcontracting is applicable to this acquisition. At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. This acquisition will result in placement of a single award Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. This contract has cost plus fixed fee (CPFF) and firm fixed price (FFP) line items. Sample task orders are provided; these may not be executed upon award. The resulting Single Award IDIQ Contract will have a five year base ordering period and three options with three 5-year ordering periods for a total maximum duration of 20 years. The North American Industry Classification System (NAICS) Code is 541715. The size standard in number of employees is 1,000. A single offeror is responsible for facility management, resource allocation, and coordination of task orders as stated in the Performance-Based Statement of Work (section c). If an offeror is competing for this contract as a joint venture, the offeror must submit legal documentation of their status as a joint venture. The joint venture must also be registered in www.beta.sam.gov� at the time of award. The legal documentation verifying the joint venture will not be considered part of the page limit. The period between selection and contract award may be up to 10 months. Estimated date of contract award is on or before March 31, 2021. This solicitation utilizes a multi-phase evaluation process, participation in Phase 1 is required for Phase 2. Phase 1 proposals are due on May 27, 2020 by 5:00 PM Eastern Standard Time to TTCRFP@dot.gov. Please see attached 693JJ620R000001 RFP and supporting attachments for instructions.
