Description
The contractor shall provide all Software Licenses and Software Maintenance (comprised of remote technical support and software updates/patches/hot fixes) to N&NC Cyberspace Operations Directorate (N&NC/J6) necessary to integrate the capabilities described in this PWS into the Joint All-Domain, Multi-INT, Data Fusion and Analytical Platform currently based on ArcGIS Software. This platform provides N&NC Homeland Defense (HD) and Defense Support to Civilian Authorities (DSCA) community at large with the ability to exert Joint All Domain Command and Control of DoD assets in support of the DoD COVID-19 pandemic or other emergent responses. The contractor will develop, integrate and test these capabilities within their open technology stack in a manner so that the contractor architecture can be lifted out of the development environment and be integrated within various government and/or commercial cloud environments. The contractor capabilities provide and link to the following overarching architectural components: ? Ingest and Integration of structured and unstructured data ? Geospatial analysis ? Tracking of assets ? Visualization across multiple compute environments ? Common Operating Pictures across multiple compute environments ? Field Data Collection ? Integration of Analytical Models and AI/ML Algorithms ? Integrate with other DoD, Federal, State, Local, Private and international agencies and organizations ? Support data sets, visualize and house data for N&NC Response Provide an AI-based resource optimization solution in the context of COVID-related disruptions. Resources to be optimized include military personnel with various skillsets, relocatable medical facilities, instrumentation and equipment. The contractor shall work with MIT Lincoln Laboratory to access existing data sets and algorithms and apply their AI capabilities to create and test improved algorithms. The algorithmic approach should be extensible to the examination of the DoD contractor supply chain and the ability to predict future supply chain shortfalls. Detailed implementation of this supply chain predictive capability will be considered as part of the focus of a future contract action to be negotiated.
