Description
USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Innovative Imaging & Research Corp, Building 1103 STE 140C, Stennis Space Center, MS 39529-0001 to purchase two 12-MP mini-argus systems.� These systems must allow for rapid deployment on top of tall structures, must be self-contained, autonomous, and require minimal additional infrastructure. The mini-argus system framework needed should be designed to allow the integration of two 12MP Blackfly BFLY-PGE-12055C-C cameras, one 8 mm tamron M11FM08 lens, and one B+B SmartWorkx BB-SR30500120 modem. To support these frameworks, a customized engineering package is also required, which includes wiring diagrams, component layout drawings, block diagrams, micro-controller hardware trigger, hotm and data acquisition software. Specific characteristics of the purchase that limit the availability to a sole source are the nature of this technology supporting the proper development of mini-Argus systems aligning with the researcher and development conducted under an existing SBIR award. Innovative Imaging & Research Corp is the only organization selling the whole package with properly synchronized systems with on-board storage and processing of data that allows for observation of the coastal environment. This vendor also has the ability to build off of their current Army SBIR work to produce mini-argus stations and hardware that are ready to deploy. This Notice of Intent is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This is not a request for competitive quotes or proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System & Instrument Manufacturing with a Small Business Size Standard of 1,250 employees. All sources eligible to provide these supplies must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the supply as outlined above. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� A request for documentation will not be considered as an affirmative response. If no responses are received within seven calendar (7) days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.
