Description
PRE-SOLICITATION NOTICE: The National Park Service, Interior Regions 3,4 & 5, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Sullivan's Cabin Roof and Solar Electric System Replacement project for Pictured Rocks National Lakeshore in Munising, MI. This project has two major components, replacing the 1000 square foot roof, and replacing/upgrading the solar system. These projects are being completed together because the existing roof is made up of solar shingles affecting both components of the project. 1. Remove and replace the existing asphalt and solar shingles. Remove the lay on dormer above the front door, once existing roofing is completely removed down to roof substrate. Apply two-inch framing material around the outer perimeter of the entire roof. Once perimeter is secured, starting two feet up the roof there will be a string line ran between the two ends of the outer roof framing. The intermediate framing then will be shimmed to string line to create a straight line from end to end, this process will be applied every two feet on center from eve edge to ridge line. The object is to create a level subsurface and correct deflection issues that have resulted from normal rafter sagging over time. Establishing a level substrate will help prevent oil canning on replacement metal roofing. Once framing is complete, 1.5"" blue board foam will be applied to voided sections between framing to create an insulation layer for heat deflection as well as creating a continuous flat substrate under OSB sheathing. Once above is complete the roof shall have 5/8"" OSB sheathing applied to entire surface. After framing and sheathing are complete install Ice and water shield to entire roof, new custom drip edge and standing seam metal roof and ridge cap. All vertical existing penetration shall have new flashing boots. Once complete install 60' of metal seamless rain gutters on both eve sides of the building. 2. Replacement of the Photovoltaic (PV) Solar System: Six roof mounted 325-watt solar panels shall be attached to roof using standing seam roof clamps. In the generator building remove all existing electrical panels and all solar components. Replace the charge controller, inverter, electrical disconnects, batteries and all required electrical wiring from each source to another as well as battery jumper connections. Connect generator to system to automatically actuate energizing building and charge battery bank. Removal of existing solar panels for trickle charging batteries required. PV installation shall be coordinated with roofing installation to ensure roof warranties are maintained following PV installation. SOLICITATION NUMBER: 140P6420R0021. PROJECT MAGNITUDE: Between $25,000 and $100,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by mid July 2019 with performance to begin in late July 2020. Construction Wage Rate Requirements for Alger County, MI will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238990, and the size standard is $16.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available early June 2020 and will be posted to the Contract Opportunities/SAM/FBO website at https://beta.sam.gov and FedConnect website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
