Description

Naval Air Systems Command (NAVAIR) intends to negotiate and award a Fixed Price type contract to Photo-Sonics, Inc., Chatsworth, CA, to�procure retrofit kits and spares to replace the legacy T/AV-8B Heads-Up Display (HUD) Camera. This procurement will provide T/AV-8Bs in service with a HUD camera that is compatible with the modern digital video recorder now used in all T/AV-8Bs. The requirement is to replace approximately 16 legacy T/AV-8B HUD Cameras, which were originally designed in the early 1980s.�The procurement includes options for the�Italian Navy (ITN) and�Spanish Navy (SPN). The T/AV-8B is currently in service beyond its intended service life. The current HUD camera includes obsolete components and is incompatible with modern digital video recorders.� The period of performance of the contract is 9months. Photo-Sonics is the only source with the necessary technical data, experience, facilities, and technical expertise to provide the required supplies and services.� Photo-Sonics is the original designer, developer, and manufacturer of the T/AV-8B HUD camera and the HUD camera used in the single seat AV-8B Night Attack and Radar variants.� The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c) (1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. �Interested persons may identify their interest and capability to respond to the requirement. �All responses received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
