- SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 541990 All Other professional, Scientific, and Technical Services with a Small Business Size Standard $16.5 Million employees for an upcoming requirement to provide Fence Repair on the island of Guam. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. USGS requires a new system will add unique capabilities to the GSIL in support of ongoing research programs, while also providing more routine redundancy for an existing EA that has been in service for over two decades. Needs include, but are not limited to 1. standard micro-Dumas (< ~60 mg dry mass) combustion AND reduction furnaces with a true gas chromatographic (GC) column for separation of analyte gases (purge and trap or adsorption/desorption technology will not suffice nor does frontal chromatography technology), 2. a GC oven that shall employ a programmable temperature program (i.e. capable of ramping temperature during an analysis) for improved chromatography, sensitivity, and more rapid analysis times (a static temperature GC oven will not suffice), 3) analyte gases are to be measured by an onboard thermal conductivity detector (TCD), 4) the instrument must have an onboard helium management system (smartEA option) that is software integrated such that pressure and flow rate can be dynamically changed during an analysis, resulting in high sensitivity mode and low helium consumption per sample, 5) the helium management system must also allow for reduced consumption during periods of non-use, 6) both the hardware and software must fully integrate 7) external EA software should not be required 2 to perform an analysis when interfaced to an IRMS (i.e. IRMS software must be fully capable of conducting an EA analysis), 8) the EA must be compatible to seamlessly perform incremental dilution by way of using the TCD output for autodilution (i.e. Conflo IV) of sample gases, and 9) the EA must include an autosampler capable of accommodating at least 50 samples and standards (size range up to 60 mg dry mass). No TCD specs are being proposed because routine use of this EA relies on the IRMS as the detector for measuring both elemental and isotopic compositions. Nevertheless, the TCD is required to provide software integrated feedback for autodilution purposes. The justification for the new EA features is that these would enhance the current capabilities of the GSIL lab since existing equipment lacks these unique functions. Further, existing equipment includes two standard EAs (i.e. combustion/reduction/GC/TCD) and an EA that employs purge and trap gas separation technology. Interested firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS.
