Description
SPECIAL NOTICE:� The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting a proposal for the Construction of a AES Admin Facility located at Joint Base Andrews, MD. As part of the construction contract solicitation, the USACE intends to include the following sole source requirements: Direct Digital Control System ��Joint Base Andrews requires that the DDC system equipment to be Siemens BACNet PXC Modular Series and compatible with current installation network system (Siemens Apogee Insight).� If Siemens equipment is not used, then the DDC equipment installed under this contract will not be able to communicate with the base-wide energy monitoring and control system. The specifications require an electric meter completely compatible with what is already in use on the base and that is able to communicate with the data acquisition system (DAS) and the base�s EMCS system.� Siemens Technology DDC System parts are therefore necessary in order to ensure compatibility with the current installation-wide network. Attempting to integrate parts outside the current network poses unacceptable risks, because it would affect the system�s ability to communicate with the current DDC System located at Joint Base Andrews.� Should the system not be able to communicate with the base-wide system, the base maintenance personnel would not be alerted when there is something wrong in the building system, nor be able to respond to any alarms the system generates.� Lack of response to alarms could lead to failure of, and irreparable harm to, HVAC equipment. Fire Alarm Panel and associated alarm signaling equipment � Currently all buildings at Joint Base Andrews use the Monaco MAAP X fire alarm panel and associated alarm signaling equipment. This system utilizes the Monaco MAAP X to communicate with the signaling devices, which is a closed source system that utilizes proprietary communication protocols. The Base Fire Protection Standards requires that all buildings on base shall have a Monaco MAAP X addressable system.� If Monaco systems are not used, then the fire alarm panel and associated alarm signaling equipment will not be able to communicate with the base reporting system. This will jeopardize the safety of the building occupants since the fire department will not be able to assist in a timely manner if a fire arises. Monaco MAAP X parts are therefore necessary in order to ensure compatibility with the current installation-wide network. Attempting to integrate parts outside the current network poses unacceptable risks, because it would negatively affect the system�s ability to maintain proper communication with the Joint Base Andrews AES Training Admin Facility and the rest of Joint Base Andrews, risking the lives of occupants in the case of a fire. All responsible sources may submit a capability statement which shall be considered by the agency.� The submission must be received no later 4:00 PM Eastern Time on�3 June 2020 to Stephen.D.Ramsey@usace.army.mil. THIS IS NOT A REQUEST FOR PROPOSAL
