Solicitation for Offers No: GS-05P-LIN00492 Procurement Type: Pre-solicitation Date Posted: 5/20/2020 Statement of Requirements:� The Government is seeking to lease office space in Indianapolis, IN for a minimum of 11,688 ANSI/BOMA Office Area (ABOA) to a maximum of 12,272 ABOA square feet. State: Indiana City: Indianapolis Delineated Area: North: North Street South: South Street East: East Street West: West Street Minimum Sq. Ft. (ABOA): 11,688 contiguous Maximum Sq. Ft. (ABOA): 12,272 contiguous Space Type: Office Parking Spaces (Structured): 20 Parking Spaces (Structured/Caged): 4 Parking Spaces (Total): 24 Full Term: 15 years Firm Term: 10 years Option Term: NONE Additional Requirements: Space must be located in a prime commercial office district with attractive, prestigious surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use. Subleases are not acceptable. All services, supplies, utilities and tenant alterations are to be provided as part of the rental consideration. The offered space must meet or be capable of meeting Government requirements for Security, Fire Life Safety and Handicapped Accessibility. The Government shall have access to the space 24 hours a day, 7 days a week Space should allow for efficient layout and office workflow. Columns must have regular spacing of sufficient distance to support effective design. Space shall not be located within the 100-year flood plain or wetland unless the Government has determined it to be the only practicable alternative. The Government requires a fully serviced lease. All operation services, janitorial supplies, utilities and tenant alterations are to be provided as part of the rental consideration. Space must be contiguous on one floor. Agency will consider spaces on the 3rd floor and above. Offices may not be located on the ground floor of any building. Agency�s Security Unit will evaluate all potential sites by conducting a risk and vulnerability assessment. Top floor locations must be evaluated to be considered. Secret Service offices shall not be located in window space that is adjacent to outside fire escapes, ledges, balconies, public parking, mezzanines, or directly above the loading dock area. The proposed site shall have at least two means of vehicular street access to prevent the possibility of entrapment. 24 secured parking spaces are required for GOVs which may remain overnight.� Secured parking can be accomplished in a variety of ways; Parking can be accommodated behind a gate or door. There must be no public access for the Agencies parking. There must be a cage built for armored vehicles. The vehicles must be covered and cannot be in the sunlight. A direct access pathway/route, with minimum exposure to the general public, to the Government�s space from the parking area, is required. This can be achieved via the use of a secondary building entrance, such as a loading dock, and a freight or passenger elevator with a lock-out feature. Agency Cannot be located near any railroads or highways/ high volume transport depots. Expressions of Interest should include the following: Building name and address and location of the available space within the building. The building site/lot plans, interior building layout drawings/pictures (with dimensions shown preferably) reflecting the space that is being offered. Identification of public transit routes/stops near the property offered. Rentable square feet available, and expected rental rate per rentable square foot, fully serviced. ANSI/BOMA office area (ABOA) square feet to be offered, and expected rental rate per ABOA square foot, fully serviced.� Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. Date of space availability. Building ownership information. Amount of parking available on-site and its cost.� Include whether expected rental rate includes the cost of the required Government parking (if any). Energy efficiency and renewable energy features existing within the building. List of building services provided. Projected Dates.
