- SOURCES SOUGHT NOTICE TITLE: Filter Handling, Shipping, and Gravimetric Mass Analysis Support For the Chemical Speciation of PM Filter Samples NAICS CODE: 541380: Testing Laboratories Description: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. All questions and/or comments shall be addressed via email to mitchell.andre@epa.gov Background: The EPA's Office of Air and Radiation (OAR) plans on awarding a fixed price contract with base year and four ordering periods. As part of the PM2.5 National Ambient Air Quality Standards (NAAQS) review completed in 1997, EPA established a PM2.5 Chemical Speciation Network (CSN) consisting of 54 Speciation Trends Network (STN) sites. The STN was established to conduct routine speciation monitoring in primarily urban areas to provide nationally consistent data for the assessment of trends and to provide a long-term record of the chemical composition of PM2.5 in the United States. Objective: This contract (Part 1 of Chemical Speciation) is to act as the sample handling laboratory that prepares the appropriate filter media for sampling and delivers the media to the appropriate State, Local, Tribal (SLT) along with the Chain of Custody (COC) and Field Data Form (FDF). After sample collection, the SLT returns the samples and COC/FDF to the sample handling laboratory. The sample handling laboratory performs gravimetric mass analysis (as needed) on the Polytetrafluoroethylene (PTFE) filters and data validation. The sample handling laboratory then ships the PTFE, nylon and quartz filters to the analysis laboratory (if different than the sample handling laboratory). THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing filter sample handling to the laboratories. Such documentation must be submitted to the Contract Specialist by June 3, 2020. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source. Capability Statement /Information Sought. The respondent's response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to fifteen (15) page limit. The 15-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondent's technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
