Department of Commerce National Oceanic and Atmospheric Administration Request for Information, Sources Sought Future Kohler Generator and ATS Operations and Maintenance Training 1.0 INTRODUCTION This Request for Information is issued solely for information and market research planning purposes; it does not constitute a solicitation or a promise to issue a solicitation. Furthermore, those who respond to this NOTICE should not anticipate feedback with regards to its submission; other than acknowledgment of receipt � ONLY IF a request for an acknowledgement is requested by the submitter. This notice does not commit the Government to contract for any supply or service. The National Oceanic and Atmospheric Administration (NOAA) is not seeking proposals at this time. Responses to this notice cannot be accepted as offers. Not responding to this notice does not preclude participation in any future solicitation. Each respondent, by submitting a response, agrees that any cost incurred by it in responding to this request, or in support of activities associated with this notice, shall be the sole responsibility of respondent. NOAA shall incur no obligations or liabilities whatsoever, to anyone, for any costs or expenses incurred by the respondent in responding to this notice. Responses to this notice will not be returned. The information provided in this notice is subject to change and is not binding on the Government. All submission�s become the property of the Federal Government, and will not be returned. Any information that the vendor considers proprietary should be clearly marked as such. Clearly marked responses to this RFI indicating that information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. 2.0 BACKGROUND The WSR-88D NEXRAD Radar utilizes Kohler Generators and Automated Transfer Switches (ATS) to provide backup in the case of the loss of commercial electrical power. The current generator set is undergoing a service life extent program (SLEP) were 140 radar sites are replacing their generators with the Kohler 80REOZJF generator and 10 sites are replacing their generators with the Kohler 100REOZJF. All of the sites are replacing their ATS systems with the Kohler KCS-DCTA-400S which includes an Impact 1500 Microcontroller unit. The NEXRAD Program also has a radar hotline for which radar field offices use as the first level line of troubleshooting support for generator operational and maintenance issues. 3.0 PURPOSE The National Weather Service (NWS) is conducting market research seeking information regarding future support in providing training in the general overview and maintenance associated with Kohler generator set model numbers 80RE0ZJF and 100REOZJF to include the Kohler automated transfer switch (ATS) model number KCS-DCTA-400S (Impact 1500 Microcontroller). �The NERXRAD Program is seeking a �one-time� training event that would involve two training sessions involving 12 students each. The purpose of this request is for the NWS to learn which vendors would be available in the market place that would be willing and capable of providing factory level type training for the equipment listed in this request for information. In this request the government is attempting to clarify the following items: a. To determine industry capabilities to fulfil the aforementioned requirement. b. To determine size standard of vendors capable of fulfilling the aforementioned requirement. c. To identify any special requirements associated with this training. d. To obtain a rough order of magnitude (ROM). 4.0 REQUIREMENT The WSR-88D NEXRAD Program has a requirement to conduct Kohler generator and automated transfer switch (ATS) training for its hotline, engineering, and documentation personnel. This would be a one-time event involving two classes of 12 students each.� Generator equipment and class rooms would be made available. The following approach would be requested: - Two classes, two full days of factory type equipment overview and general maintenance training each. - Location will be Norman, OK 73069. - Kohler generator model 80RE0ZJF and automated transfer switch (ATS) are available on premise for use for hands on training. - Class Size: two classes, 12 students each (materials to be provided would include training materials for each student). - Frequency:� Classes to be conducted back to back in one week. - Training to include the following (factory level type): - Generator and ATS system overview - Generator Impact Display overview and operation - ATS Display overview and operation - Generator and ATS startup, shutdown, and recovery procedures. - Electrical/Ignition Theory. - Basic troubleshooting and maintenance procedures. - Failure analysis. - Fuel systems. - Warranty information. - Training schedule: TBA. This RFI is intended to obtain information on available Kohler generator/ATS training. An �on premise� solution is preferred due to the availability of a generator and ATS on site that would be dedicated for training purposes. 5.0 RESPONSE FORMAT In order to better assist in the review of submittals to this notice, respondents are encouraged to prepare a capabilities statement that closely adheres to the following format: The document format shall be either Microsoft Word (.doc or .docx), or Adobe Acrobat (.pdf) formats. Responses shall be prepared using 12 pt. font, 1 inch margins, and 8.5� by 11� paper and shall not exceed 10 pages in length, including images, data displays, charts, graphs, and tables. Respondents are encouraged to ensure that their submittals are complete and address all items outlined within this NOTICE. Respondents may provide additional promotional literature in addition to their response as long as the literature conforms to the response format. The ROM is not included in the page count. RESPONSE DEADLINE AND REQUESTED INFORMATION Responses to this notice should be submitted in the form of Microsoft Word and/or PDF (searchable format) documents attached to emails received no later than 5:00pm DST, June 19, 2020 to: Contracting Officer: Daniel Hoffman at Daniel.t.hoffman@noaa.gov. Interested parties are requested to submit a capability statement outlining past work that is related to this requirement. The capability statement shall also include the information listed below: 1. Company Name/Division, mailing address, e-mail address, telephone, FAX numbers, and website address (if available). 2. Single point-of-contact name, title, telephone, and email address. 3. DUNS number, CAGE Code, Tax Identification Number (TIN), and company structure (Corporation, LLC, partnership, joint venture, etc.). Please note that companies must be registered in the System for Award Management (SAM) to be considered potential sources (https://www.sam.gov/portal/public/SAM/). 4. Applicable NAICS code under which the company customarily does business. 5. Business size for NAICS Code and socio-economic status, if qualified as one or more of the following: a. 8(a) firm (must be certified by SBA) b. Small Disadvantaged Business (must be certified by SBA) c. Woman-Owned Small Business d. HUBZone firm (must be certified by SBA) e. Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information pages). 6. A description of the firm�s ability to perform the work and any other information you believe to be important and relevant to the purposes of this notice. The responses received will assist NOAA with identifying the number and nature of the entities that consider themselves feasible technical solution providers. INDUSTRY DISCUSSIONS Some respondents may be asked to provide additional information regarding the matters addressed in this notice. Those respondents will be contacted directly if there is a need for further information. QUESTIONS Respondents may submit questions regarding this notice.
