Description
This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation.� This solicitation is issued as a Request for Quotation (RFQ) and the documents incorporate provisions and clauses in effect through Federal Acquisition Circular 2005-97. This procurement is set aside for Total Small Business.� The NAICS code is 562991 and the Small Business Size Standard is $7.5. Scope of Contract:� The USDA Forest Service, Nez Perce-Clearwater National Forests has recurring needs at multiple locations forest-wide for Toilet Pumping Services. �The Region 1 Acquisition Management Procurement Contracting Office intends to award multiple Purchase Orders from this combined synopsis/solicitation. Project Location:� The project area encompasses the entire Nez Perce-Clearwater National Forests to include: Palouse Ranger District (RD), North Fork RD, Lochsa RD, Moose Creek RD, Powell RD, Red River RD, and the Salmon River RD. Specific toilet locations are described on pages 3-58 and on the maps involved as attachments. If designated toilets are inaccessible or the specified location is incorrect, a request for adjustment may be submitted to the Contracting Officer. Access road conditions varying widely from paved, two lane highway to single lane, native surface roads. Performance Period:� The Base Year period of performance of this contract is from June 1, 2020 through May 31, 2021. Option Year 1 is June 1, 2021 to May 31, 2022.� Option Year 2 is June 1, 2022 to May 31, 2023. The majority of the work shall be performed prior to October 15, 2019. However, some toilets are located at winter trailheads and may require winter pumping. Emergency services will be required on an as needed basis. No pumping shall be performed after May 31, 2021. Basis of Award:� This solicitation shall result in the award of one or more purchase orders. Award shall be made by Ranger District on an all-or-nothing basis. Vendor(s) may secure award of work to service multiple Ranger Districts. Purchase Order award values shall be based on the Forest�s estimated service needs, as supported by historical records, and the prices quoted. Work Orders shall be issued as toilet pumping needs arise to specify the locations to be serviced and the estimated gallons to be pumped. The Work Order form has been provided as an attachment. Payment shall be based on the actual service work performed during the performance period. Any excess funding shall be de- obligated after final payment is made. See attached Solicitation Package and Specifications. To be considered for offer of award, Quoter's must, at a minimum, be registered ""Active"" in the System for Award Management (www.SAM.gov ). Submit the following as your pricing: SF 1449 (Complete 17a, 30a � 30c) Schedule of Items with pricing (Pages 2-58) Submit all equipment Idaho and/or Montana DOT, OSHA, and/or MSHA safety requirement certifications. Provide proof of the permitted legal dump site that the Contractor will be using for disposal.
