Description
The Department of Veterans Affairs, VISN 15 has a requirement to Correct Deficiencies in BAS for Legionella Prevention, Project Number 589-19-503, located at the Kansas City VA Medical Center, 4801 East Linwood Blvd Kansas City, MO 64128. The general scope of work for the Project: The following Narrative is intended to provide an overview of the scope of work of the proposed project at the Kansas City, MO VA Medical Center: OVERVIEW: The project involves placement of approximately 120 new flow meters and 204 temperature sensors to provide monitoring/alarm capabilities throughout the patient care areas of buildings 1, 26 and 56. The new meters and sensors will be connected to an existing Schneider Electric EcoStruxure BAS. Additionally, the project requires the upgrade of 22 Universal Network Controllers (UNCs) from the legacy controls to the newer Schneider Electric EcoStruxure Control system. The upgrade of the 22 UNCs will be limited to one for one replacement at the existing locations. Systems, points, and sequences programmed on the existing UNCs will be integrated and reprogrammed on the replacement Schneider Electric AS (Automation Servers) devices. The survey of the existing controllers and transfer of existing programming will be the responsibility of the control contractor. The electrical scope of work will consist of providing power needs of the new controls serving the added temperature sensors and associated BAS flow meters with power extended from existing or new electrical panelboards. Minimal patching and abatement to accomplish the project scope is required. The project requires fundamental Commissioning activities associated with the new controls serving the added temperature sensors and flow meters in the BAS. All work will be done under the review of the VA Commissioning Authority The Estimated project cost range to complete this work is between $2,000,000.00 and $5,000,000.00. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction), with a small business size standard of $39.5 million. Contract Type: Firm Fixed. The duration of the project is estimated to be 180 calendar days from Notice to Proceed. This completion period includes final inspection and cleanup of the premises. Award will be made utilizing Best Value with Tradeoff Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Contract Opportunities (https://beta.sam.gov/) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in SAM and in the VetBiz databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VetBiz information at http://vetbiz.gov. The solicitation package with the specifications and drawings should be available for download on or about May 18, 2020 and the proposal due date will be on or about June 26, 2020. An organized site visit will be scheduled and specific date and time will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
