THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government shall not be held accountable for any expenses associated with responding to this notice. The submission of pricing, delivery method and lead times, warranties, capabilities for planning purposes, and other market information is highly encouraged and allowed under this RFI In Accordance With (IAW) FAR Part 15.201(e). SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is an RFI/Sources Sought only. The purpose of this Sources Sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 334220. Responses to this notice will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this notice are not considered adequate responses for a solicitation announcement. The Orlando VA Healthcare System located in Orlando, FL (NCO8) is conducting market research to determine the availability, and technical capabilities, of businesses that can provide Police Dispatch Consoles, Police Handheld Radios and Vehicle Radios, with the ability to function within an agnostic carrier network supported by all major mobile networks. Statement of Work Police Dispatch Consoles, police Handheld Radios and Vehicle Radios The Orlando VA Healthcare System currently has a need to replace the existing Police Dispatch Consoles and Radios.� The current system is tied to solely the AT&T Servers and when AT&T goes down all communication with Police goes down. We currently have Kyocera Push-to-Talk phones that serve as a backup but in the event of AT&T servers going down, we lose that form of communication as well. It is imperative that we investigate a better system that can offer better communication to provide Police assistance to staff and patients. � Radios must provide the following capabilities: Replace police dispatch consoles with a 911 INet Console or equal. Replace existing Radios with 911 INet (or equal) radios compatible with T-Mobile, AT&T, Verizon, and Sprint. This would allow for continuous communication with officers if one server from the above providers goes down the other would take over. Provide training to dispatchers and officers on how to properly utilize equipment. Offers support in the event of total Carrier loss by agency to continue to take calls for the Orlando VA Healthcare System (shall comply with qualifications and certifications requested/required below). Installation of all hardware and software so products are functional and in working order. Ability to work inside and outside of the Building and while in transit from one location to another. Shall always show compatibility/connection with other VA�s across the nation as needed.� Ability to work with and communicate with local Outside law enforcement agencies. Certification and Qualification Requirements The contractor shall be qualified and have all required certifications to perform this work. The contractor shall be in possession of all licensing and insurance requirements as they pertain to the State of Florida. The contractor shall provide an agnostic carrier network that supports all mobile networks, to include but not limited to, Telekom Mobile (T-Mobile), American Telephone and Telegraph (AT&T), Verizon, and Sprint to ensure the systems never go down or the minimize potential downtime. Must provide built-in Wi-Fi for reliable communication with no data cost and possess built-in Bluetooth capability. Product must offer Global Positioning System (GPS) support for outdoor positioning and dispatching. The contractor will ensure that all personal and systems comply with any and all applicable Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) Criminal Justice Information (CJI) requirements, policies and practices. The system must comply with any and all applicable Veterans Affairs (VA) requirements, policies and procedures. If you are interested and can provide the sought-out supplies/services, please provide the requested information as well as the information indicated below. Response to this notice should include company name, DUNS Number, address, point of contact, size of business pursuant to the following questions: Please indicate the size status and representations of your business, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, Large Business, etc. Is your company considered small under the NAICS code identified under this RFI (334220)? Are you the manufacturer, distributor, or an equivalent solution to the items being referenced above? Does your company have a Federal Contract with GSA, VA NAC, NASA SEWP, or any other Federal Contract that can be utilized to procure the requirement listed above? If so, please provide the contract number and expiration date of existing contract. Please submit your capabilities that show clear, compelling, and convincing evidence that you can meet the requirement described in the Statement of Work (SOW) above. Responses to this notice shall be submitted via email to Robert Bish at robert.bish@va.gov. Telephone responses shall not be accepted. Responses must be received no later than Monday May 27, 2020 at 16:00 EST. If a solicitation is issued, it shall be announced at a later time and all interested parties must respond to that solicitation announcement separately from the responses to this notice. Responses to this notice are not a request to be added to a prospective bidder/quoters list or to receive a copy of the solicitation.
