12FPC220Q0021 � Demolition Project, Plant Materials Center, Nacogdoches County, Texas This Pre-Solicitation Notice/Synopsis does not constitute a Request for Proposal (RFP), Request for Quote (RFQ) or Invitation for Bid (IFB) nor does it restrict the Government to a final acquisition approach.� Furthermore, the Government reserves the right to cancel this Pre-Solicitation notice at any time. This Notice provides details of an upcoming project prior to advertisement of the solicitation package. The USDA Farm Production and Conservation (FPAC) Operations Branch, Acquisition Division is preparing to issue a solicitation on behalf of USDA Natural Resources Conservation Service (NRCS) Plant Materials Center in Nacogdoches, Texas to demolish and remove vertical structures and their foundations. The FPAC BC-OB intends to solicit to award a firm-fixed price contract under Simplified Acquisition Procedures to the lowest priced, responsible offeror. �FAR Part 13 and 36 apply.� As such, a bid bond is not required and there will be no formal bid opening.� An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 7 days of award. The work consists of demolishing and removing 5 existing vertical structures and 1 existing foundation. The structure removal includes the removal of all materials used in the construction of the designated structure. Materials to be removed include, but are not limited to, walls, roof, foundation, footings, slab, internal supports, wiring, etc. Materials removed shall be disposed of in a legal manner. Trash and debris will also be disposed of. A well to be decommissioned is located adjacent to the acid rain office. The well decommissioning will follow all TCEQ rules and the contractor (or subcontractor) must be a licensed well driller in the State of Texas. The performance time to complete the described work and all subsidiary items is 55 days. The solicitation will be a 100% Total Small Business set-aside. Interested contractors must be registered as Active and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. The solicitation package, construction drawings and specifications will be posted and available from this site.� �A site showing to review the site will be held on Thursday May 21, 2020 10:00 a.m.� This will be the only site showing held for this project.� No additional site showings will be scheduled.� Directions to the site will be provided in the solicitation documents. Magnitude of proposed construction: �between $25,000 and $100,000. SYNOPSIS NOTES: One (1) Firm Fixed Price (FFP) contract award shall be issues for the aggregate of all items to a Responsible Offeror with the Lowest Responsible Offeror based on the Solicitation Criteria. The Successful Offeror may be required to attend a post award conference; This is a requirement to be solicited under Parts 13 and 36. An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required After issuance of the contract award (notice) the potential award recipient shall be required to secure and delivery and officially signed stamp ILC or payment bond within 7 calendar days. All applicable Solicitation documents (including maps, specifications, etc.) shall be available for download at the FBO website under this posting. All future updates, status, changes and information related to this acquisition shall be available at the FBO website under this posting. THIS PROCUREMENT IS BEING HANDLED FROM THE FPAC BC LOCATED IN PUERTO RICO.� AS SUCH, IT IS IMPORTANT TO ENSURE THAT ANY DOCUMENTATION TO BE RECEIVED VIA EMAIL BE SENT ON TIME AS TO REACH THE DESTINATION PRIOR TO CLOSING TIME OF ANY FUTURE REQUEST FOR QUOTES.
