- Wastewater Treatment Plant Upgrade for Improved Heavy Metal Removal - West Virginia Synopsis: The National Conservation Training Center (NCTC) is an active training facility for the U.S. Fish and Wildlife Service. The NCTC site is a campus setting with multiple buildings, which include lodges, offices, training rooms, a large auditorium, a laboratory, dining facilities, gymnasium, operations support, etc. PROJECT SCOPE: This is a Design-Build project consisting of all design, permitting, labor, equipment and materials necessary for upgrades to the existing waste water treatment plant and water treatment plant. Work shall include to the following items at the wastewater treatment plant: - Add a tertiary treatment system to improve heavy metals removal for compliance with the site's NPDES permit. This shall include all site work, as necessary, for a complete and operational system. - Modification of the headworks to improve accessibility of the bar screen for cleaning. - The addition of meters to the outlets of the flow distribution box for better tracking of effluent flows. - Investigation and determination of the reason why pumping times to transfer plants takes over 24 hours to complete. o Bid alternate: Implement the recommendation to improve slow transfer times. - Replacement of the existing sludge recycle pumps - Removal of the sludge transfer pumps Work shall include the following items at the water treatment plant: - Removal of the existing Green Sand Filters. - Adding controls to the domestic chlorination system for more accurate chemical metering. - Ventilation study and improvements to the water treatment room - Wall thickness testing of the existing hydropneumatic tank and associated report. PROPOSAL PERIOD: The request for proposal is scheduled for release on or about 11 June 2020. The proposals will be due on or about 13 July 2020. The anticipated award date is on or about 30 July 2020. PROPOSAL PROCEDURES: The acquisition will be issued as an Unrestricted, Request for Proposal (RFP) through SAM FBO. The Lowest Price Technically Acceptable contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. The magnitude of the project is between $250,000 and $500,000. A Performance Bond and a Payment Bond will be required. This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors included in the solicitation. This is an electronically issued acquisition. The Government will issue the RFP via SAM FBO. Faxed proposals will not be accepted. All responsible sources may submit a proposal that will be considered by this agency.
