- The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, Plant Protection and Quarantine, Spotted Lantern Fly Facility in Minersville, PA, intends to issue a formal Request For Proposals for a new two year �Indefinite Delivery/Indefinite Quantity Contract to supply� circle trunk trap capable of capturing the spotted lanternfly, Lycorma delicatula. The solicitation and evaluation procedures will be in accordance with Federal Acquisition Regulation (FAR)� parts 12, and �13� using� the format found at FAR Subpart 12.3 and supplemented with additional information included in the solicitation.� � This requirement is being issued as a Small Business Set� set-aside in accordance�� with Federal Acquisition Regulation (FAR) 52.219-6 (Mar 2020).�� In accordance with Agricultural Acquisition Regulation (AGAR� )452.219-70 (NOV 1996)� Size Standard and NAICS Code Information is �: NAICS � 325320��������� Pesticide and Other Chemical Manufacturing Small Business Size Standard� � 1000 Employees First Article Testing Required in accordance with FAR Clause 52.209-4 - First Article Approval -- Government Testing. (Sep 1989) First article testing will be required �as part of the solicitation and prior to delivery (when requested).� �Five �samples will be sent to the USDA Plant Protection� and Quarantine Facility in Buzzards Bay, MA at no cost to the government.�� Testing may include, but is not limited to, durability of the trap and water exclusion of the assembled trap.� As an example, if a product is widely failing to meet three years of field durability because the plastic is becoming brittle in 1 year.� APHIS may seek compensation for a latent defect of the product.
