Description
This is a requirement for one (1) Team Leader and six (6) Team Member Advisor subscriptions in support of The Department of the Navy (DON), Office of Financial Systems (FMS). This is a notice of intent to request a quote directly from Gartner, Inc. The DON Office of FMS is engaged in a complex effort to modernize, integrate, and sustain the DoN�s financial systems environment with the ultimate goal of supporting a clean financial statement audit while maintaining and improving end-to-end financial processes and capabilities. This transformational effort requires deployment of applicable industry best practices, tools, and frameworks. In particular, FMS is seeking to address three areas of focus: benchmark current financial practices against best practices, leverage benchmarking to develop plan to optimize use of technology, determine best strategy for data governance and analytics. Making such resources available to FMS senior leadership and supporting staff is an important part of achieving FMS� mission and timelines. This requirement is not for day-to-day, over-the �shoulder, operational support. Instead, FMS requires ad hoc advisory support to obtain occasional strategic-level advice on specific inquiries as well as tools and frameworks that can be utilized independently. For this reason, FMS is envisioning a subscription service rather than a labor-intensive service contract. Key characteristics of this service should include, at a minimum: 1) access to research tools, 2) access to frameworks to understand key problems and leading practices in finance and information technology, 3) access to benchmarking data and peer practices, 4) access to subject-matter experts on an ad hoc basis to provide strategic guidance and support in using tools, frameworks, data, and practices. Gartner is the only vendor that can meet this requirement. Gartner�s Finance Leaders Team subscriptions possess the necessary characteristics for this requirement and are uniquely suited to FMS challenges and requirements. First, in benchmarking against best practices, FMS requires datasets and expertise � tailored to financial management � for leading organizations in both the private and public sector. FMS understands Gartner to be the leading provider of subscription benchmarking services that focus on the finance industry and extend to the private and public sectors and the only vendor that can provide the scope and depth of benchmarking required. Second, as a financial systems-focused organization, FMS requires support in strategic decision-making around use of technology in a finance organization. FMS understands Gartner to be the only capable vendor that can meet this requirement through its unique blend of finance and information technology expertise as well as benchmarking and planning tools and frameworks. Third, in determining strategy for data governance and analytics, FMS requires ad hoc advisory support from subject-matter experts, and FMO understands that Gartner�s ability to bring a depth of expertise across both finance, analytics, and information technology is something that no other vendor can provide. FMS considered several alternatives to Gartner, but none were found to be suitable sources. As discussed above, FMS considers a subscription service ideal in meeting this requirement because it 1) offers research tools and other resources directly to FMS staff, 2) is more economical than a labor-intensive service contract, and 3) many of the consulting firms with the most expertise in FMS� areas of interest already are already awardees on a Multiple Award Contract providing operational-level planning and remediation support, and FMS is seeking independent strategic support. Other subscription services were also considered, including Forrester, but were ultimately found unsuitable due to the relative lack of ability to provide resources and advisory services in both the finance and information technology fields. Gartner�s subscriptions offer proprietary access to best practices, tools and templates, peer benchmarks, case studies, webinars, executive conferences, and ability to respond to specific inquiries. Gartner is an industry leader in such products, and Gartner does not use resellers, distributors, VARs or any other type of indirect sales channel nor sales intermediary to deliver its products. Gartner products consist of copyrighted, proprietary intellectual property and are only available through direct sales channels. Gartner is the only entity capable of providing Gartner licenses. This notice of intent is not a request for competitive quotes. Interested quoters may identify their interest and capability to respond to the requirement or submit a capability statement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Authority to limit sources to less than those required by FAR 8.405-1 and 8.405-2 is found at FAR 8.405-6. The justification for limiting sources is (iii).
