- MARKET RESEARCH/REQUEST FOR INFORMATION � DRAFT PLANS & SPECIFICATION IMPORTANT NOTICE: THIS MARKET RESEARCH/REQUEST FOR INFORMATION�IS INFORMATIONAL AND FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT OR A REQUEST FOR PROPOSAL. No proposals will be accepted as a result of this announcement. No contract will be awarded as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this notice. The Naval Facilities Engineering Command (NAVFAC) Far East is performing this market research to aid in the development of its acquisition approach. As permitted by FAR Part 10, NAVFAC Far East is providing Draft Plans and Specifications (P&S)�for industry review and comment. The Draft P&S is being released as part of the Government�s efforts to improve contractor understanding of the Government�s requirements and increase efficiency in proposal preparation prior to the issuance of a formal Request for Proposal (RFP). Please note that the Plans and Specifications is a DRAFT and is subject to change. The Draft�P&S is for a Firm-Fixed-Price (FFP), Design-Bid-Build (DBB) construction contract for the repair of portions of Building A32 aboard Commander Fleet Activities Yokosuka (CFAY) Japan, to house the interim Navigation Seamanship and Ship-handling Trainer (NSST). NAVFAC Far East desires to solicit maximum industry participation. The Government requests that industry review the documents contained in the attached Draft P&S zip file�and provide feedback utilizing Attachment A1. Draft P&S Comment Form included in the zip file. Please include suggestions, explanations and reasoning to support your feedback to any and all elements of the Draft P&S. Response Due Date: Responses to the Draft P&S are due by 2:30 PM JST (Japan Standard Time) on 16 June 2020 to the Contract Specialist, Rosario Hocog, via email at rosario.hocog@fe.navy.mil. The results of this notice will assist in developing a possible RFP to be issued at a later date. Any information, recommendations or suggestions provided in response to this notice may be utilized without any restrictions whatsoever or cost to the Government. Any written items submitted in reference to this notice marked with restrictions or marked as proprietary will not be reviewed by the Government. Respondents will not be notified of the results of this market research. The following apply to the work to be performed under this requirement: CONTRACTOR LICENSING REQUIREMENTS Any contract for this requirement will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. STATUS OF FORCES AGREEMENT The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract for this requirement. Furthermore, unless specifically provided, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction, with an annual size standard of $39.5M.
