N0016416GJQ69_0004_14 � SOLE SOURCE � PROCUREMENT OF MX-20D ADVANCED OPERATOR TRAINING (5 DAY CLASS IN CO), MX-20D LEVEL OF REPAIR ANALYSIS (LORA) DOCUMENT AND MX-20D AS-BUILT DATA (APAB)� FSC�1680 � NAICS � 334511 Anticipated Issue Date: 01 June 2020 Anticipated Closing Date: 15 June 2020 This solicitation is being posted to the betaSAM page located at https://beta.sam.gov/. betaSAM is the single point of entry for posting of synopses and solicitations to the internet. Please feel free to use the betaSAM site to access information posted by NSWC Crane. SOLE SOURCE PROCUREMENT � Naval Surface Warfare Center (NSWC) Crane intends to issue a Firm Fixed Price Job Order modification under the sole source Basic Ordering Agreement (BOA) N0016416GJQ69, Job Order 0004, to the Canadian Commercial Corporation with 100% subcontracting to the Original Equipment Manufacturer (OEM) Wescam, 649 North Service Road, Burlington, Ontario, 7LP 5B9. The BOA was awarded under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of Technical Data Package, Intellectual Property, duplicative costs to the Government that are not expected to be recovered through competition, and unacceptable delays necessitated from developing any other source. The duplicative cost and delay necessitated are from integration and regression testing costs of the MX-20 product lines which includes reverse engineering and developing specifications, soliciting competitive offers, and awarding to an alternate source would be a minimum of two (2) years for development, production, system integration, and operational test verification. N0016416GJQ69 000414 is intended to provide MX-20D Advanced Operator Training (5 Day Class In Colorado), Mx-20D Level Of Repair Analysis (Lora) Document, and MX-20D As-Built Data (APAB). Anticipated period of performance is expected to be completed by 15 August 2025. The total award amount is estimated to be $174K. It is anticipated that inspection and acceptance will be at source/destination. A Request for Proposal will not be made available through https://beta.sam.gov/. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiations. It is anticipated that the contract action will be award date is 30 July 2020. All responsible source may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely for the purpose of determining whether to conduct a competitive procurement.
