Description
The U.S. Army Contracting Command - Aberdeen Proving Ground Natick Contracting Division on behalf of the U.S. Army Combat Capabilities and Development Command (CCDC), Biomechanics Team - Soldier Performance Optimization Directorate (SPOD) intends to procure on a sole source basis under FAR 13.106-1(b)(1)), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements The Noraxon Research Pro IMU Sensors, Research Pro Receivers and myoMOTION/myoMUSCLE Software Modules. The Biomechanics Team at Combat Capabilities Development Command (CCDC) will use Noraxon Research Pro IMU Sensors, Research Pro Receiver Hardware and myoMOTION/myoMUSCLE Software to collect outdoor performance and motion data to quantify Soldier movements. The current research programs have required the Biomechanics team to be able to capture laboratory quality motion capture in the field without hindering the Soldiers natural movements. The MyoMotion System uses advanced, medical grade inertial measurement units (IMUs) that measure 3D motion with an accuracy level within 1 to 2 degrees of legacy camera based systems. IMUs allow for a level of flexibility not possible in a lab-based, wireless system and are ideal for recording data in natural environments. Noraxons unique software allows the Biomechanics team to model the soldier as an avatar and compare relative motion and joint angles in an outdoor setting. This is the only IMU based software that allows for immediate skeletal modeling representation of Soldier movement during unique tasks. Natick Contracting is anticipating awarding this contract to Noraxon U.S.A., Inc. 15770 N Greenway Hayden Loop Ste 100, Scottsdale, AZ, 85260-1656. Noraxon U.S.A., Inc. is the only known source that can supply the Noraxon Research Pro IMU Sensors, Research Pro Receivers and myoMOTION/myoMUSCLE Software Modules and it is proprietary to Noraxon U.S.A., Inc. A Firm Fixed Price Contract will be issued. This is not a request for quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Contracting Officer. The North American Industry Classification System (NAICS) code is 334510. Inquiries and responses may be sent to Maryanne Peck, Contract Specialist, via email at maryanne.e.peck.civ@mail.mil no later than 16 June 2020 @ 12:00PM EST.
