- NOTICE OF INTENT TO AWARD SOLE SOURCE Brief description of supplies or services required and the intended use: Technical support is required for the Clothing Obligation File Maker software licensed to the Air National Guard (ANG). Technical support is defined as correction of programming bugs, changing of programming to accommodate obligation file specification changes requested by the ANG, modification of the Line of Accounting (LOA) file for the Department of Defense Account Activity Address Code/Stock Record Account Code (DODAACs/SRANs) licensed in the original agreement, and other technical support as may be requested by the ANG or Kentucky Logistics Operations Center (KYLOC) including monthly reject analysis. Technical support also means necessary program modifications and other consulting services to facilitate the transition of the ANG Clothing Program for Government Accounting and Finance (GAFS) to the new Defense Enterprise Accounting and Management System (DEAMS) financial interface.� The contractor shall provide all personnel, supervision, and quality control necessary to support the Air National Guard Clothing Acquisition and Management Program. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Clothing Obligation File Maker software was developed by PCM Management and licensed to the ANG in August 2005. Since then, PCM Management has provided ANG with technical support services for the software.� PCM is the only company able to provide the specific, proprietary, necessary support for the entire Clothing Obligation File Maker application.� The ANG is currently in the process of fielding the new operational camouflage pattern (OCP) uniforms to its units.� The Air Force has mandated that all OCP uniforms are fielded no later than 1 April 2021.� The Clothing Obligation File Maker software is a critical component of this process. �Any disruption to the technical support of the Clothing Obligation File Maker software has the potential to adversely impact the fielding of the OCP uniforms by the designated suspense date.
