- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order toThe South East Asia One Health University Network (SEAOHUN) for the technical service support from one Health Fellow for the DGHP Thailand office. The South East Asia One Health University Network (SEAOHUN) is a consortium of universities in Indonesia, Malaysia, Thailand, Vietnam, Cambodia and Lao People�s Democratic Republic (PDR) collaborating to improve the One Health workforce. Established in 2011, SEAOHUN is well-known to champion One Health efforts through various educational programs including the One Health curriculum development, hosting trainings and workshops, and the fellowship program for health professionals, in preventing, detecting, and responding to all hazards and emerging threats. Since the establishment, SEAOHUN has expanded network membership from 10 universities in Indonesia, Malaysia, Thailand, and Vietnam to 72 universities in six countries, including the four founding countries plus Cambodia and Lao PDR. The Philippines will shortly join the group. Being well-connected with multi-sectoral partners and knowledgeable of One Health concepts, SEAOHUN has successfully developed a well-connected and competent One Health network in the region. Among the well-established programs offered by SEAOHUN, the fellowship program has been widely accepted and praised by One Health implementors in Thailand and the region. This unique program recruits and selects a mid-career health professional (i.e. doctors, veterinarians, scientists and life-science researchers) with strong communication skills in English to serve as a One Health fellow supports program implementation. CDC-Thailand became acquainted with the SEAOHUN fellowship over the past 2 years as they placed a fellow for a two-week period to support CDC-Thailand�s One Health branch activities. The fellows were both professionally and personally mature and were able to provide unique insights which benefited the branch. The fellows assisted in planning One Health trainings and workshops provided by CDC-Thailand as well as reviewed surveillance data and provided useful comments on data management for the branch. Through the two fellows assigned to CDC-Thailand, the One Health Branch identified a need to receive additional technical consultation since the staff time was limited to two full-time staff. As most fellowship programs provide opportunities for newly graduated students who are not experienced or knowledgeable of One Health or Public Health. However, SEAOHUN targets mid-level professionals who can provide needed technical consultation to the CDC-Thailand One Health Branch. Therefore, SEAOHUN is the only available source in providing a qualified professional who is knowledgeable of One Health concepts and capable to work in an international work setting to support the One Health Branch at CDC-Thailand. Period of Performance:� Base Year: July 1, 2020 - January 31, 2021 Option Year 1: February 1, 2021 - January 31, 2022 Option Year 2: February 1, 2022 - January 31, 2023 Option Year 3: February 1, 2023 - January 31, 2024 Option Year 4: February 1, 2024 - January 31, 2025 NAICS Code: 541990 Other Scientific and Technical Consulting Services This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
