- Solicitation No: W912DW20R0017 Solicitation Title: FY21 Repair Fuel Hydrant System, Spots 25-28, Fairchild AFB, WA Solicitation Posted Date: On or About 17 June 2020 Offeror Response Due Date: On or about 17 July 2020 Magnitude of construction: $10M to $25M NAICS Code: 236220 � Commercial and Institutional Building Construction Small Business Size Standard: $39.5M FOR INFORMATION ONLY: This Synopsis/Pre-solicitation Notice is ONLY A NOTIFICATION that a Request for Proposal (RFP) is anticipated and forthcoming. All questions regarding this SYNOPSIS/Pre-solicitation notice should be submitted in writing by email to the Contract Specialist as noted below. The U.S. Army Corps of Engineers, Seattle District (NWS) intends to issue a Request for Proposal (RFP) for the FY21 Repair Fuel Hydrant System, Spots 25-28, Fairchild AFB, WA. This acquisition is full and open competition which will result in the award of a single, Firm Fixed Priced (FFP), non-personal services contract. The RFP will be available on or about 17 June 2020 on the beta.sam.gov website. Proposals will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. The contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to repair airfield pavement, intrusion detection and fuel hydrant systems serving aircraft parking spots 25 through 28 to make them serviceable for parking and fueling KC-135 aircraft.� This project will replace 18� carbon steel piping with 12� lined carbon steel piping from the pumphouse to Spot 28 to create a looped system that will also serve spots 15-24, test and commission the entire system, reconstruct all pavements for KC135 parking spots 25-28, extend the intrusion detection system to serve these parking spots, and properly dispose of and replace any contaminated soils disturbed.� The project will be 100% design complete prior to solicitation. The estimated overall period of performance for this acquisition is a base period of two (2) years.� The acquisition process will be lowest priced technically acceptable (LPTA).� This acquisition will be a firm-fixed price, construction contract. This announcement serves as the advance notice for this project. SITE VISIT A one-time bidders site visit is tentatively scheduled for 15 July 2020.� Bidders wishing to visit the site shall contact Mr. Evan Lauterbach at 509-244-5571 extension 1240 no later than 1500 hours (3:00 PM) PDT on 26 June 2020 to register by providing their full names, social security numbers, and date of birth so that a background check can be completed prior to the site visit. Bidders who have registered by the deadline above shall assemble at the Visitor Center parking lot at the Main Gate entrance of Fairchild Air Force Base at 8:00 am on [15 July 2020] to obtain 1 day access pass to the base. Bidders who fail to register by the deadline will not be permitted attend the site visit. Individuals will need to have current, valid identification as required by the Real ID act.� Anyone wishing to drive on base must have a current vehicle registration and proof of insurance with them. Background checks will be conducted and anyone with an open warrant, foreign nationals without adequate documentation, and anyone in possession of Federally controlled substances (esp. marijuana) are likely to be detained.� Fairchild AFB is generally enforcing Center for Disease Control (CDC) guidelines regarding COVID-19 and these are subject to change; contact Mr. Evan Lauterbach regarding current requirements prior to the site visit.� Tour at the construction site will depart the main gate promptly at 10:00 am on 15 July 2020.
