- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and 13.5 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; firm-fixed-price quotations are being requested and a written solicitation will not be issued. The solicitation number is 70Z03820QS0000004.� The solicitation is issued as a Request for Quotation (RFQ).� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06. The Department of Homeland Security, United States Coast Guard (USCG), Aviation Logistics Center located in Elizabeth City, North Carolina proposes to enter into a purchase order with firm-fixed-pricing on a basis other than full and open competition pursuant to the statutory authority cited in 41 U.S.C. 1901(c) as implemented by FAR 13.501(a), sole source (including brand name) acquisitions. The USCG intends to award a purchase order with firm-fixed-pricing on a sole source basis to the Original Equipment Manufacturer, Honeywell International Inc. Cage Code 99193.� In order for offers to be considered technically acceptable, offerors shall submit the following with their quotation: Proof of possession of the most current Honeywell Overhaul Procedures Manual by providing a copy of the cover page of the manual. Proof of possession of the most current service bulletins by providing a copy of the cover page of the service bulletins. Provide a certified copy of the company�s Federal Aviation Administration Repair Center Certificate. Provide a copy of the company�s warranty of item to be provided. Offers may be considered technically unacceptable if the offeror fails to submit the information listed above with their quotation. � � Pricing must be determined fair and reasonable before making award. All responsible sources may submit a capability statement or quotation, which shall be considered by the agency. The North American Industry Classification System (NAICS) Code for this acquisition is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing.� The small business size standard is 1,250 employees. This requirement is for the procurement of one (1) each overhauled Auxiliary Power Unit (APU), National Stock Number 2835-01-550-9862, Part Number WE-3800700-1, for installation and use on the USCG owned Gulfstream Model G-5, Serial Number 653 aircraft.� The aircraft APU is an electric generator that powers the electrical system when the aircraft�s main engines are off.� It also provides pneumatic pressure for starting the main engines.� The aircraft APU is a flight critical component.� The APU shall be overhauled in accordance with the most current Honeywell overhaul procedures and service bulletins.� The overhauled APU shall include all new life limited parts and shall be tested with the highest level of testing in test cell (heavy criteria) available.� The overhauled APU shall come with a Federal Aviation Administration (FAA) certification. Offerors shall be able to provide proof of possession of the most current Honeywell Overhaul Procedures Manual, Service Bulletins, and FAA Repair Center Certificate. Required delivery is 180 calendar days after receipt of the order. NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman.�� Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).�� Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester�s concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency�s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer.�� Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed.�� The Ombudsman Hotline telephone number is 202.372.3695.
