- ***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: June 5, 2020 Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award a sole source procurement for Tissue Staining Equipment. The manufacturer is Roche. The applicable NAICS code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with a business size standard of 1000 employees. The proposed contract is for Ventana BenchMark ULTRA Advanced Staining System. The Ventana BenchMark ULTRA Advanced Staining System is intended to automatically stain histological or cytological specimens on microscope slides with specific immunohistochemistry or in situ hybridization reagents for in vitro diagnostic use. Evolved from the BenchMark series of instruments, the Ventana BenchMark ULTRA instrument fully automates the processes of baking, deparaffinization, and staining. The tissue staining system has barcode driven technology, continuous and random access operation, individual slide heating pads, bulk reagent and volume adjust. Liquid coverslips, air votex mixing, reagent dispensers, buffer jet slide rinse and at least 30 independent slide positions for up to 90 IHC slides in a 8 hour shift. A sole source letter was received from Roche verifying that in North America Ventana Medical System is the sole manufacturer and its affiliate Roche Diagnostics Corporation is the distributor for all Ventana instrumentation and required reagents and ancillaries. The contract shall include a base period and four (4) additional option periods, for a total of five (5) years. The Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 5 days (NLT) May 27, 2020 at 4:00 p.m.ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
