Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA); intends to negotiate on a sole source basis, in accordance with IAW FAR 13.106-1(b)(1)(i), with Hamilton Company 4970 Energy Way, Reno, NV 89502, as the only responsible source that can provide Hamilton - NGS STAR 8 with On Deck Thermal Cycler.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2020-06 are incorporated. The United States Army Medical Research Institute for Infectious Diseases (USAMRIID), Center for Genome Sciences requires procurement of equipment, software training and installation of a Hamilton Company NGS STAR 8 On-Deck Thermal Cycler. This instrument has the exact software protocols that the lab currently uses which will enable a seamless transition. Items being included in this acquisition are: Application COVID-19 NGS Star Autoload with iSWAP NGS Start Hardware Kit System Controller for Windows 10 Kit, Single ODTC (rear Exhaust) STARline Kit, ODTC, STAR, Lot1 Install IQ/OQ and Method Programming Mircolab Star Installation, includes 12 mo. warranty and 6 mo. preventative maintenance Method Programming and Training Delivery The U.S. Army Research Institute of Infectious Diseases (USAMRIID), Center for Genome Sciences (CGS) has a public responsibility to comply with the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) guidance to prevent further spread of COVID-19. They are also required to comply with Department of Defense and U.S. Army Europe guidance to implement plans to ensure compliance with directed force health protection measures throughout the area of operations in order to prevent an outbreak of COVID-19 within U.S. personnel (service members, civilians, contractors, and dependents) or confine it to as small a population as possible. In order to comply and put protective measures in place, USAMRIID CGS has an urgent need for (HAMILTON NGS STAR 8). This instrument is required in order to protect the public from the spread of (or isolate people infected with) COVID-19. USAMRIID CGS has sequenced and will continue to sequence coronavirus samples from diverse sources. This requirement will enable USAMRIID CGS to reduce the timelines of active projects for Transmission analysis, Medical Countermeasure Development and Surveillance of COVID-19. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
