Description
This is a SOURCES SOUGHT announcement only. It is neither a solicitation announcement nor a request for proposal or quote and does not obligate the Government to award a contract. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research, to make appropriate acquisition decisions, and to gain knowledge of potential qualified businesses capable of providing the following: - Warehouse Mobile Pallet Rack System *** See Statement of Work below for details *** Vendor must be an AUTHORIZED DISTRIBUTOR and provide an Authorized Distributor Letter. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications to be considered for award. In addition, FAR 4.11 states that prospective contractors shall be registered in the System for Award Management (www.SAM.gov) database. All Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) shall be verified in VetBiz at www.vip.vetbiz.gov. Statement of Work SCOPE: These specifications are intended to set forth requirements for a purchase of High Density Mobile Bulk Rack System and Mobile Pallet Rack System for Eastern Kansas Health Care System (EKHCS). The Mobile Pallet Rack will be installed at the warehouses 21 & 43 located at 2200 SW Gage Blvd. Topeka, KS 66622 as a part of the new EKHCS inventory control point.. The mobile pallet rack will be used to increase the vertical storage and space in the warehouse due to the COVID 19 supplies that are required to be on site for patient and employee safety. The system will allow for a Contingency/COVID supply point to be onsite. There was previously no Contingency/COVID storage onsite. CONTRACT AWARD: This bid will be awarded in its entirety. Failure to return a bid on any item will result in the bid being non-compliant to the specifications. SITE SURVEY AND DESIGN: Qualified vendors will be responsible to conduct a comprehensive survey of the various locations within the EKHCS warehouses in order to verify all dimensions and provide a complete design capable of maximizing the storage capacity of the standard box sizes and pallets being stored in the warehouse. BID PRICE: The bid price quoted on this request for bid will be inclusive and no additional charges will be allowed. Charges for shipping and handling need to be included in the unit price. QUALITY CONTROL: All items received will be inspected. The vendor will be held accountable that all rack systems and accessories shall be free from any defects, which affect appearance or performance, shall be of uniform quality, and shall meet these specifications. Items that do not conform to the specifications will be rejected and returned to the vendor s expense. ORDERS: Orders will be placed on a one-time basis. Official authorization for the order will be an order form with a delivery order number transmitted to the vendor by facsimile and/or E-mail and /or US Mail. INVOICING: Shipments, Packing List, and Invoices must have the quantity ordered, shipped, back ordered, and the delivery order number clearly listed. Invoices without proper order reference information will be returned to the vendor for correction. Shipments may also be returned at the vendor s expense. DELIVERY AND HANDLING: The vendor will be responsible unloading and staging of all materials at both the Topeka and Leavenworth warehouse. When bulk packed for shipping, the items shall be packaged in such a manner so as to afford adequate protection against physical damage during shipment and storage, and to insure carrier acceptance and safe delivery at the designated destination. ASSEMBLY AND INSTALLATION: The vendor will use their own factory certified, full time employees to unpack, assemble and install all components of the High Density Mobile Systems. The vendor s factory certified installers will assemble all rack components, carriage components and complete all electrical wiring in compliance with factory specifications. The vendor will also assemble the caging around the 2 sections of pallet racking for security where the High Density Mobile Rack System is to be installed. WARRANTY: The High Density Mobile Systems shall be covered by comprehensive Manufacturer s Warranty ensuring that all parts are free from manufacturer defects for a period of not less than 3 years on all parts. The vendor will also employ full time certified service technicians based in the Kansas City area capable of rapid response in the event of a service requirement. The vendor s full time certified technicians will provide a scheduled preventive maintenance service on all systems 6 months after installation and as long as the system is covered under factory warranty or by vendor s optional extended warranty plans. The vendor will also keep an inventory of common spare parts required at a local Kansas City service location. WAREHOUSE/STORAGE: The vendor will have a local warehouse to provide temporary storage of system components maintaining a consistent installation process and avoiding an overflow of materials at both the Topeka and Leavenworth warehouse. The vendor s local warehouse will maintain the necessary inventory of spare parts required to service the EKHCS system. POST INSTALLATION SERVICE CONTACT: The vendor will provide the EKHCS with a single (toll free) contact point for all matters related to the installation including Mobile Systems, Pallet Rack, Shelving, as related to follow up requirements or service. DESIGN REQUIREMENTS: Mobile Pallet Rack Systems: Track: Track is to be 3/8 thick 1018 structural steel x 4-1/2 wide Track is to be precision milled with grooves designed to accept wheel flanges Tracks are to be anchored to the slab on 15 centers maximum Track to be recess mounted a maximum of 3/8 into the concrete slab to ensure a smooth floor surface without bumps or irregularities. Track to be coated with black oxide for rust protection Carriage: Structural steel carriages will be designed to support a capacity of 16,000 lbs. per wheel assembly or the equivalent of 16,000 lbs per bay of pallet rack. Wheels to be 6 diameter hardened steel with two permanently lubricated and shielded radial ball bearings per wheel. All electrical wiring to be routed through an enclosed housing channel to protect electric wiring harnesses. Motor and Power Train: Each carriage to be equipped with ¼ HP, 90 Volt DC gear motors. Quantity of motors per carriage to be determined by carriage length All independent drive motors to be synchronous and current limiting to maintain proper alignment within the system regardless of carriage length or load distribution. Motor and motor controllers to provide for soft start/soft stop, current limiting and to be equipped with automatic time-out. Carriage movement to be sequential to minimize power demands upon startup. All power transfer to wheels to be done by chain drive and provide for carriage travel speed of 3 per second. Power Distribution: Power to mobile carriages to be provided by an overhead buss bar system clear of foirk truck mast height, requiring standard 110 volt service. Controls: Each carriage to be provided with a central safety and movement control unit located at the front end of each carriage. The control unit is to be housed in an industrial type enclosure and provide the following functions: Directional movement buttons Safety Stop/Reset button Control head LED status indicator Amber warning light Solid state safety and control module Audible safety movement signal Safety Features: Photoelectric safety sweeps scan the full length of both sides of each mobile carriage to prevent movement or immediately stop movement if the beam is broken by an obstruction. Safety sweep status is to be displayed on the control unit. A safety-stop push button to be on each carriage control unit. A warning horn sounds for the first 3 seconds of carriage movement A yellow warning light is mounted on each carriage and flashed during carriage movement. Entire system is to be U.L. listed. Mobile Bulk Rack System Track Track is to be 3/8 thick 1018 structural steel x 3-1/2 wide with beveled sides reducing to end profiles of 1/8 . Track is to be precision milled with grooves designed to accept wheel flanges Tracks are to be anchored to the slab on 15 centers maximum Track to be surface mounted with a maximum height of 3/8 and beveled to 1/8 at edges resulting in a 100% ADA (American Disabilities Act) compliance. Track to be coated with black oxide for rust protection Carriage: 8-gage galvanized steel carriages will be designed to support a capacity of 8,000 lbs per wheel assembly or the equivalent of 8,000 lbs. per section of bulk rack. Wheels to be 3-1/2 diameter solid 1018 steel with two permanently lubricated and shielded radial ball bearings per wheel. Mechanical Assist Drive System: A 3-prong drive handle at the front of each carriage rotates to provide smooth movement of carriages. The mechanical assist drive housing utilizes a roller chain and drive sprocket connected to a drive shaft for direct drive power transmission. The drive system includes a built-in automatic chain tensioning devise with adjustable idlers to maintain proper chain tension. An integral hub lock enables the operator to lock a carriage to prevent system movement while accessing an aisle. Bulk Rack Design: Uprights to be welded to ensure unit rigidity during carriage movement Beams to be adjustable on 2 centers minimum Decks surfaces to be solid steel
