Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, VISN 8 sites (8 main hospitals with associated satellite clinics/centers, all totaling ~90 sites) has a need for patient education via 3D Medical Animations and Medical Illustrations (contractor-hosted website). The Contracting Officer expects to award one blanket purchase agreement (BPA). See attached Work Documentation for more information. (ii) The combined synopsis solicitation number is 36C24820Q0951. It is issued as a Request for Quotation (RFQ). (iii) This combined synopsis solicitation and the provisions and clauses are those in effect through Federal Acquisition Circular 2020-06. (iv) The combined synopsis solicitation is 100% Set-Aside for Small Business. The NAICS is 512110. Business size standard is $32.5M. Include your business size status and DUNS number with your quote. (v) Please carefully review and utilize attached pricing spreadsheet and work description. Responses shall be on an all or none basis. No partial submissions will be accepted. The Government reserves the right to make no award at all. (vi) Provision 52.212-1, Instructions to Offerors Commercial (Oct 2015), applies to this acquisition. (vii) Provision 52.212-2, Evaluation Commercial Items (OCT 2014), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: Price Technical Acceptability Necessary animations/illustrations must be ready-made and available for evaluation during the evaluation period. It is not the government s intent to award a contract for the future development of content. Prime contractor must employ at least one CAAHEP-accredited (Commission on Accreditation of Allied Health Education Programs) animator. Accreditations of subcontractors will not be considered. Past Performance Prime contractor must provide at least two examples of past performance for the provision of same/similar content to hospitals and/or clinics. Past performance of subcontractors will not be considered. The Contracting Officer will determine relevancy of submitted past performance. The Government has determined in advance that the Best Value will be the offer with the lowest price among those offers rated technically acceptable that meet past performance requirement. The government will conduct comparative evaluations of all quotes. Once the government determines that there is a vendor that is the best suited to meet the requirements of this RFQ the government reserves the right to communicate with only that vendor to address any remaining issues.
