- This request for information (RFI) is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance (3) intentions of subcontracting program to include set-asides if any; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) If you are a distributor a statement from the manufacturer that your company is an authorized distributor; (6) a statement to inform the government if you are a manufacturer or distributor; (7) any information regarding FSS Schedule availability; (8) SAM Registration (9) any other pertinent company documentation. It is requested that responses include a rough estimate of pricing for completion of the requirements identified below. Responses are due by June 12, 2020 at 4:30 pm MST. It is anticipated that a solicitation may be issued in July 2020. If issued, award of a subsequent contract is contemplated in September 2020. Electronic submissions are acceptable via Norman.Napper-Rogers@va.gov and are highly preferred. NO ADDITIONAL INFORMATION IS AVAILABLE OTHER THAN WHAT IS NOTED HEREIN. ALL FIRMS ARE INSTRUCTED NOT TO CALL THE INDIVIDUAL VA MEDICAL CENTERS REQUESTING MORE INFORMATION. The purpose of this performance work statement is to procure consulting services for The Office of Research & Development requires the VA Research Institutional Review Board (IRB) at Phoenix Veterans Administration Health Care System (PVAHCS.) An IRB is a board, committee, or other group formally designated by an institution to review, approve, require modification, disapprove, and conduct continuing oversight of human subject research in accordance with the Veterans Health Administration (VHA) Directive 1200.05 known as the Common Rule, under the authority of Title 38 United States Code (U.S.C.) 7334, Title 38 Code of Federal Regulations (CFR), and other applicable regulations. This procurement requires services of an appointed community member to serve on the IRB board. The Community Member requirement is for a non-scientific person who is not affiliated with the VA institution thereby providing a layman viewpoint to the medical and research program. Without this member present at the committee meeting, there is no quorum and VA research cannot be reviewed/approved by the IRB. The contractor shall perform the following: Attend monthly IRB Subcommittee meetings Attend teleconference and ad hoc convened IRB meetings as directed by the committee chair Review assigned protocols and discuss at the IRB Committee meetings Approve research protocols to start research studies
