SOURCES SOUGHT ANNOUCEMENT For AVIATION COURSEWARE DEVELOPMENT (ACD) II DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. � INTRODUCTION The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking potential sources with the ability to provide Instructional System Design (ISD) support for the development of aviation training/courseware products to support the United States Navy (USN) and United States Marine Corps (USMC). The ISD support required primarily relates to curriculum modification and development, international courseware formatting, and training technologies.� This announcement is to determine the availability and technical capability of small businesses (including the following subsets, HUBZone Small Business concerns; Certified 8(a) Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, Woman-Owned Small Business concerns) to provide the required products and/or services.� If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of �Similarly Situated Entity� and changes the 50% calculation for compliance with the clause. Small business primes may now count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself. Please read the full text of the clause deviation (52.219-14 Class Deviation 2019-O0003 dated 12/3/18 at https://www.acquisition.gov/browse/index/far It is anticipated that a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded, consisting of a (5) five year ordering period. The anticipated Request for Proposal (RFP) release is the third quarter of 2020. �Start of contractor performance is anticipated to be July 2021 inclusive of a 60-day mobilization period.� PROGRAM BACKGROUND This is a follow-on requirement that is currently satisfied by under IDIQ contract, N61340-16-D-0005, which was competitively awarded as a small business set-aside to Carley Corporation. �The effort is FFP with an ordering period of 5 years (maybe add the start and end date of the ordering period).� REQUIRED CAPABILITIES 1.�� �Information about your firm: a.�� �Name and address of the firm b.�� �CAGE Code c.�� �Size of business as it relates to the $41.5M size standard, and any applicable small business socio-economic classification d.�� �Name of a primary POC for the response, including title and telephone number 2.�� �Information about capabilities: a.�� �Describe your company�s capability as it relates to the functional areas listed below. Please demonstrate that your company has the necessary organization, accounting and operational controls, adequate financial resources, technical skills and equipment to complete this requirement. b.�� �Describe your company�s experience in performing efforts of the same scope and magnitude Functional Area #1: Curriculum Conversion, Modification and Development The modification of existing legacy curriculum, and development of new curriculum, conversion of Flash-based courseware to HTML 5 courseware, including associated supporting training material, for multiple aviation platforms for both maintainer and operator training across the USN and USMC. As part of this functional area, ISD support may also include the conduct of a gap analysis to determine the impact of a given change to legacy curriculum. For maintainer curriculum, the ISD support will adhere to the Center for Naval Aviation Technical Training (CNATT) policy and guidance. All curriculum will be developed in accordance with CNATTINST 1540.1, CNATTINST 1554.1, and utilize approved authoring tools (i.e. AIM CPM/LOM). For operator curriculum, the ISD support will be governed by the applicable Fleet Replacement Squadron�s (FRS) policy and guidance and include, but not be limited to: Merge, Manage, and Modernize E Learning Development (MELD) and Marine Corps Aviation Learning Management System-E (MCALMS-E). Typical Deliverables include, but not limited to: Instructional Media Design Package (IMDP), Script Storyboards, On-screen Lessons, Training Conduct Support Document, Training Course Control Document, Training System Support Document, Source Files, Run-time DVD.� Functional Area #2: International Courseware Formatting� Formatting of domestic courseware for use by international partners. As part of this functional area, ISD support will include deleting whole units and/or lessons, editing/revising content, renumbering affected on-screen media and supporting documents, and changing classification markings. As part of this functional area, ISD support will include performing trusted downloads removing all classified content from the applicable lessons and regenerating an unclassified file.� Functional Area #3: Training Technologies Development of training technologies to support the curriculum. This includes, but is not limited to: virtual reality, augmented reality, mixed reality, mobile technologies, and PC sims/desktop simulation. Functional Area #4: Training Analyses This includes the processes and sub-processes associated with conduct of a Front End Analysis (FEA), Training Systems Requirements Analysis (TSRA), and Systematic Team Assessment of Readiness Training (START) analysis. The FEA will provide the critical link between a performance gap and an optimal intervention. The TSRA will define the training requirements and translate those requirements into a solid design capable of supporting job performance. START analyses will evaluate the capability of a training device to effectively support training and/or qualification of specific tasks and their associated Training and Readiness (T&R) code. Typical Deliverables include, but not limited to: Job Duty Task Analysis, Cognitive Analysis, Root Cause Analysis, Needs Analysis, Gap Analysis, Analysis of Alternatives. Training Situation Analysis, Learning Analysis, Media Analysis, Training System Functional Analysis, START Reports, Training Device Fidelity Reports, Cost Benefit Reports.� Open-ended Questions 1. Describe your company�s past experience (no more than three examples) implementing and adhering to Naval Education Training Command (NETC) and Center for Naval Aviation Technical Training (CNATT) Interactive Multimedia Instruction (IMI) (e.g. ILT/CAI, ICW Levels 1, 2, 3) and Curriculum Materials development/update delivery requirements. 2. Describe your company�s past experience (no more than three examples) developing/updating IMI (ILT/CAI, ICW Levels 1, 2, 3) and Curriculum Materials training to meet the technical requirements for Pilot and Air Crew communities (i.e. Marine Corps Aviation Learning Management System Enterprise (MCALMS-e)). 3. Describe your company�s experience (no more than three examples) developing training technologies such as mobile training applications, virtual reality, augmented reality, or mixed reality. 4. Describe your company�s past experience (no more than three examples) conducting training analyses in support of pilot, aircrew, and/or maintainer aviation communities. 5. Describe your company�s past experience (no more than three examples) formatting/revising domestic military training for use by international partners. ELIGIBILITY The applicable North American Industry Classification System (NAICS) Code of 541330; which carries a $41.5M small business size standard and the applicable PSC code is 6910. SUBMISSION DETAILS Interested sources shall submit their written technical capabilities to provide the requirements described above.
